Transportation; carriers; civil fines for certain safety violations for ordinances adopted by local units of government; limit the number of citations issued, require certain training to be classified as a motor carrier enforcement officer, and provide for percentage allocation of fines between the local unit of government in which the citation is issued and for library purposes. Amends secs. 7, 7b, 7c & 11 of 1963 PA 181 (MCL 480.17 et seq.).
