“Lord God, Creator of Heaven and Earth, we humbly ask Your blessing this day upon all the men and women of the House of Representatives of the great state of Michigan; bless their families and their constituents. 

May these legislators come together as one to work for the common good of all people, to defend the sacred dignity of human life at every stage of development, and to meet the ongoing needs of the least among us.

All good things come from You. All things belong to You. May we use the time, talent and treasure entrusted to us to give You glory, honor and praise. May we serve our communities and one another in imitation of the great, selfless love You show to us each day.

Lord, bestow Your many blessings upon all the leaders, lawmakers and people of Michigan and every state in our union. Heal us of all that divides us. End the violence in our cities, on our campuses and across our state and nation. 

Watch over all first responders and military personnel, keeping them safe from harm as they protect the innocent, defend freedom and preserve our way of life.

House Resolution No. 175.

A resolution to declare September 19, 2025, as POW/MIA Recognition Day in the state of Michigan.

Whereas, The United States has fought in many wars and thousands of Americans who served in those wars were captured by the enemy or are listed as missing in action; and

Whereas, It has always been the creed of those who wear a military uniform never to leave a fallen comrade on the battlefield. On this day, we pay tribute to those who are missing in action or who were taken prisoner of war and never returned home; and

Whereas, To date, more than 80,000 Americans are listed as prisoners of war or missing in action since World War II. This includes more than 71,000 from World War II, 7,000 from the Korean War, one hundred from the Cold War, 1,500 from the Vietnam War, and seven from the Gulf Wars and Libya. Of those totals, Michigan still accounts for 2,445 from World War II, 328 from the Korean War, five from the Cold War, and forty-eight from the Vietnam War; and

Whereas, We as a nation can never collectively rest until we achieve the fullest possible accounting for those men and women; and

Whereas, We express our deepest gratitude to these patriots in both words and actions, knowing they were fighting to protect our rights and freedoms; and our commitment will not be fulfilled until they all come home; and

Whereas, The black-and-white POW/MIA flag will fly proudly along with the United States and State of Michigan flags on September 19, serving as a solemn reminder that while the duty of those who are missing in action or prisoners of war is finished, ours continues as we seek to find, repatriate, and honor these courageous men and women; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare September 19, 2025, as POW/MIA Recognition Day in the state of Michigan.

Rep. Fitzgerald, having reserved the right to explain his protest against the passage of House Bill No. 4750, made the following statement:

“Mr. Speaker and members of the House:

I respectfully voted no on HB 4750 believing that the requirement to complete personal financial literacy requirements are a burdensome requirement unnecessarily imposed on the foster children that are intended to be served by this legislation. The personal financial literacy requirements are an undue and inequitable requirement being placed on Michiganders who need support, not government overreach. Additionally, I fear that this creates a dangerous precedent that could unjustly impact resources and programs in the future.”

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to promote safe and efficient travel for motor vehicle drivers, bicyclists, pedestrians, and other legal users of roads, streets, and highways; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; to investigate and study the tolling of roads, streets, highways, or bridges; and to repeal acts and parts of acts,” by amending section 11g (MCL 247.661g), as added by 2016 PA 246.
