CONTENT
The bill would amend the Ski Area Safety Act to allow the Department of Licensing and Regulatory Affairs to increase permit and inspection fees.
The Act requires the Ski Area Safety Board to propose legislation to establish the fee schedule for permits, inspections, and plan review activities. The fees must reflect the actual costs and expenses of the Department for issuing permits and conducting inspections and plan reviews.
The bill would require the Department of Licensing and Regulatory Affairs to promulgate rules to establish the fee schedule for permits, inspections, and other activities under the Act. An application for a permit would have to be accompanied by a permit processing fee.
By August 1 of each year, the Department would have to provide to the Director of the Department of Technology, Management, and Budget and the chairpersons of the appropriations committees of the Senate and House of Representatives a complete schedule of fees to be collected for the following fiscal year. The schedule could increase the fees currently in effect by an amount up to the average percentage wage and salary increase granted for the following fiscal year to classified civil service employees employed by the Department.
The annual permit processing fee would be as follows, based on the time of payment:

-- After September 30, 2025, through September 30, 2026, $100.

Rope tow inspection fees would be as follows, based on the time of payment:
-- Beginning October 1, 2024, through September 30, 2025, $8.
-- After September 30, 2025, through September 30, 2026, $16.
-- After September 30, 2026, $25.
Surface lift inspection fees would be as follows, based on the time of payment:
-- Beginning October 1, 2024, through September 30, 2025, $13.
-- After September 30, 2025, through September 30, 2026, $26.
-- After September 30, 2026, $40.
Conveyer inspection fees would be as follows, based on the time of payment:
-- Beginning October 1, 2024, through September 30, 2025, $8.

Fixed grip chair inspection fees would be as follows, based on the time of payment:

Detachable chair inspection fees would be as follows, based on the time of payment:

The fee for review and approval of plans for modification and alteration of an existing lift would be $50.
Currently, the fee for review and approval of plans before construction must be $200 for a chair lift, T bar, J bar, platter pull or tramway. Fees for review and approval of plans for modification and alteration of an existing lift must be $50. Fees must be paid to the Department, which must provide a receipt. These requirements would be deleted.
FISCAL IMPACT
The bill would have a positive fiscal impact on State government and no fiscal impact on local government. The total impact is indeterminate and would depend on the fee increase, which the Department would determine.
