Major Boilerplate Changes from FY 2022-23 Year-to-Date:

1.   Deleted Sections. The Senate deleted several sections, which include: 205 (Reporting Requirements, 215 (Legacy Cost Estimates), 219 (State Administrative Board), 221 (Policy Implementation Report), 225 (Severance Report), 227 (COVID-19 Vaccine), 229 (Federal Accountability Plan Notification), 230 (Nonpublic School Report), 231 (In-Person Work Requirement), 235 (Department Survey), 1004 (TEACH Program), 1010 (Federal Child Care and Development Program Notification), and 1013 (Child Care Enhancement Report).

2.   NEW - Educational System Study. The Senate included new language that outlines the Michigan educational system study. (Sec. 1100)

3.   NEW - Toolkit Development. The Senate included new language for the department hire one employee to develop a toolkit to provide professional development for teaching the full and complex American history across subject areas. (Sec. 1101)

4.   Office of Great Start Readiness Modified Sections. The Senate made several modifications to boilerplate in the Office of Great Start, which includes: 1002 (Child Development and Care Reimbursement Rate), 1007 (Child Development and Care - External Support Report), 1009 (Child Development and Care Income Entry Threshold), and 1011 (Child Development and Care Biweekly Block Reimbursement).

  1.  Community Distribution Fees. The Senate increased Community Distribution Fees due to increased restricted fund revenue from increased Federal funds during the pandemic. The funds are used to support food programs and mitigate the impact of food spoilage.

  2.  Technical Adjustments. The Senate included technical adjustments to account for economic adjustments in the Child Development and Care External Support line item and a Federal matching fund adjustment in the Child Development and Care Public Assistance line item.

Of the total, $100.9 million is to maintain the income entry threshold at 200% of the Federal Poverty Level and $1.5 million is for ongoing supports for infant and toddler mental health.

  5.  Department Administration. The Senate included $750,000 and 7.0 FTE positions to the Central Support Operations line item to support Administration of the Department.

  6.  Camp Tuhsmeheta. The Senate increased Private fund authorization by $500,000 for Camp Tuhsmeheta to support the campground.
