CONTENT

 

The bill would amend the Michigan Memorial Highway Act to designate the portion of Highway M-85 located in the city of Lincoln Park between Goddard Road and West Outer Drive as the "Sgt. Craig S. Frank Memorial Highway".

BACKGROUND

 

Sergeant Craig S. Frank was born on August 6, 1979, in Lincoln Park, Michigan. He graduated Lincoln Park High School in 1997 and was studying education at Eastern Michigan University. Frank was assigned to the 1775th Military Police Company of the Michigan National Guard in Pontiac, Michigan in 2001.

 

Frank was killed on July 17, 2004, when he was hit from behind with a rocket-propelled grenade in an ambush while guarding a convoy traveling from Kuwait to north of Baghdad. Frank was awarded the Bronze Star Medal and the Purple Heart Medal.

FISCAL IMPACT

 

The bill would have no fiscal impact on State or local government. The Act specifies that the Department of Transportation may provide for the erection and maintenance of markers designating the name of a highway only when sufficient private funds are available to cover the costs of erecting and maintaining those markers. As such, private funds would cover the cost of the renaming, and no State funds would be used.
