Rev. Jessica Shults, Pastor of Standale Reformed Church in Walker, offered the
following invocation:
“Dear God, we begin this afternoon by
lifting up and remembering those whose days are dark. The 70,000 left
homeless in the Bahamas by Dorian and still others on the coast of our own
nation asking what’s next after the destruction from tornados and storm surges
devastated their homes. We grieve the reality of lives lost from ongoing gun
violence, we are distraught by the number of lives ravaged by addiction, and
our hearts break at the stories of children who continue to go without life’s
most basic needs. This week on the 18th anniversary of 9/11 we remember and
honor lives lost in the horrors of war and the ongoing fight for freedom. Each
day we experience sadness and grief that this is not the way ‘things are
supposed to be.’ And yet we have hope and are so very grateful that Your
mission is to heal and restore wholeness to all of creation in every dimension.
To usher in Shalom and our hearts yearn for that day.
But today, as we
live in this ‘not yet reality,’ we courageously believe that loving God and
loving one another is the key to leverage positive change and we give our word
to partner with You as Shalom is ushered in.
We believe this, based on the truth
Paul writes to the Corinthians…If I speak in the tongues of human eloquence and
of angels, but have not love, I am only a resounding gong or a clanging cymbal.
If I have the gift of prophecy and can fathom all mysteries and all knowledge,
and if I have a faith that can move mountains, but have not love, I am nothing.
Today we pray that we will continue to
learn to Love God and love each other well. We pray that we will unite visibly
around loving one another so that peace may flood our land. But as we pray, we
recognize we must also repent because each day we fall short of loving God and
loving others as well as we should. For the prophet Isaiah reminds us in
chapter 1 and chapter 58…that God was not healing the land of Israel because
God’s people were ignoring the injustice, oppression and the poor in their
land. And we do not want that to be our story.
And so as we pray for the Spirit to
usher in both unity and peace, may we not forget that God invites us to be
people of action and change reflecting God’s heart. The prophet Micah reminds
us of God’s instructions ‘And what does the Lord require of you? To act justly
and to love mercy and walk humbly with our God.’ May each one of us in our
places of privilege and power use our voice along with our abundance of
resources to act justly, to love mercy and to walk humbly with our God.
May we love You God and love each other
so well in this state/nation that we might unite over a call to action to be
personally transformed; becoming catalysts mobilizing individuals across our
state/nation to become people of Shalom in our homes, neighborhoods,
workplaces, and schools; to serve the poor, the marginalized and those in need;
to work for the common good, and to restore individuals, social systems and
communities and our state/nation to God’s design.
Based on our love of God and one
another, may our posture change from that of inaction; stuck in cycles of blame
and pointing fingers to a posture of action, personal responsibility, through
our word and deed modelling characteristics of true love for all.”

The
Speaker assumed the Chair.
______
Rep.
Rabhi moved that Rep. Robinson be excused from today’s session.
The
motion prevailed.
Motions
and Resolutions
House Resolution No. 152.
A
resolution to urge the President of the United States to nominate commissioners
to fill the vacancies on the Federal Election Commission.
Whereas,
A strong campaign finance enforcement system is vital to democracy. The
administration of campaign finance laws and regulations helps ensure
transparency and accountability in our elections and government; and
Whereas,
The Federal Election Commission (FEC), led by six
commissioners that may not include more than three people from the same
political party, is charged with administering federal campaign finance law.
With jurisdiction over the U.S. House, Senate, and presidential elections, the FEC deals with the disclosure of campaign funds and the
enforcement of limits to contributions and expenditures. The FEC is necessary to having integrity, transparency, and
accountability in the federal campaign finance system; and
Whereas,
Beginning September 2019, the FEC will have three
vacancies on its six-member commission, leaving the body without a quorum to
conduct much of its important business. The commission will not be able to hold
meetings, engage in rulemaking, decide enforcement matters, and carry out other
critical functions. While the FEC will still function
in some capacity, it will be significantly limited without a quorum on its
board of commissioners; now, therefore, be it
Resolved
by the House of Representatives, That we urge the President of the United
States to nominate commissioners to fill the vacancies on the Federal Election
Commission; and be it further
Resolved,
That copies of this resolution be transmitted to the President of the United
States.
The resolution was referred to the Committee on Elections and Ethics.
______

Speaker called Associate Speaker Pro Tempore Hornberger to the Chair.
