A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
(MCL 257.1 to 257.923) by adding section 811ii.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 811ii. (1) The secretary of state shall develop under
section 811e and issue under section 811f a fund-raising plate
recognizing the School Emergency Response Coalition. A fund-raising
plate developed under this section must be of a design determined
by the secretary of state.
(2) The secretary of state shall transfer the donation money
from the sale of fund-raising plates recognizing the School
Emergency Response Coalition collected under section 811f to the
state treasurer, who shall credit the donation money to the School
Emergency Response Coalition fund created in subsection (3).
(3) The School Emergency Response Coalition fund is created
within the state treasury. The state treasurer may receive money or
other assets from any source for deposit into the fund. The state
treasurer shall direct the investment of the fund. The state
treasurer shall credit to the fund interest and earnings from fund
investments.
(4) Money in the School Emergency Response Coalition fund at
the close of the fiscal year must remain in the fund and must not
lapse to the general fund.
(5) The state treasurer shall disburse money in the School
Emergency Response Coalition fund on a monthly basis to the School
Emergency Response Coalition.
(6) The state treasurer shall be the administrator of the
School Emergency Response Coalition fund for auditing purposes.
(7) Money from the School Emergency Response Coalition fund
must only be used or expended for any of the following items or
purposes:
(a) The purchase of automated external defibrillators for
entities that do not have automated external defibrillators or for
entities that cannot afford automated external defibrillators.
(b) The purchase of automated external defibrillator pads or
electrode pads.
(c) The purchase of batteries for automated external
defibrillators.
(d) The purchase of training mannequins.
(e) A contribution to the School Emergency Response
Coalition's cardiopulmonary resuscitation program.
(f) A contribution for students to be trained to become
students united prepared emergency responders.
(8) Money from the School Emergency Response Coalition fund
must not be used for any administrative purposes.
Enacting section 1. This amendatory act takes effect 90 days
after the date it is enacted into law.
