Senate Resolution No. 58.

A resolution to commemorate May 2017 as Community Action Agency Month.

Whereas, Citizens with limited income continue to need opportunities to improve their lives and their living conditions, thus ensuring that all citizens are able to live with dignity; and

Whereas, Michigan and the entire United States must continue to promote economic security by providing support and opportunities for all citizens in need of assistance; and

Whereas, Community action agencies were established into law in 1964 under President Lyndon B. Johnson in an effort to aid in the War on Poverty, making 2017 the 53rd year of community action in the United States; and

Whereas, The month of May has been designated by the United States Congress as National Community Action Month; and

Whereas, Michigan’s 29 community action agencies are the only community-based organizations providing full wraparound, locally directed services in all 83 counties in the state; and

Whereas, In 2016, Michigan’s 29 community action agencies served 168,377 Michigan residents, including 83,538 families by providing early childhood education, Head Start, senior services, affordable housing, food assistance, energy assistance, financial literacy classes, and job training programs, among other services; and

Whereas, According to the National Association for State Community Services Programs’ 2016 annual report, Michigan’s CAAs provided family development and enrichment programs in 372,898 cases to infants, children, youth, parents, and other adults, contributing to improved health and physical development as well as economic self-sufficiency; 391,487 instances of delivering emergency services to low-income individuals and families; 258,200 cases of low-income, vulnerable individuals receiving services necessary to maintain independent living situations; 66,818 employment or work supports in which barriers to employment were removed or reduced; and 232,093 connections and referrals were made with other assistance service providers and programs; and

Whereas, Community action agencies, in cooperation with the Michigan Department of Health and Human Services, have successfully administered weatherization assistance program funds which have supported energy-efficiency improvements; and

Whereas, Michigan’s community action agencies have leveraged their federal allocation of the Community Services Block Grant and other federal, state, local, and private sources of funding to foster more than $333 million in economic activity statewide in 2016; now, therefore, be it

Resolved by the Senate, That the members of this legislative body commemorate May 2017 as Community Action Agency Month; and be it further

Resolved, That a copy of this resolution be transmitted to the Michigan Community Action Agency Association.

Whereas, The lung cancer death rate in women has almost doubled over the past 37 years; and

Whereas, Advocacy and increased awareness will result in more and better treatment for women with lung cancer and other lung diseases and will ultimately save lives; and

Whereas, Lung Force is the national movement led by the American Lung Association, with the mission of making lung cancer history—uniting women to stand together with a collective strength and determination to lead the fight against lung cancer and for lung health; now, therefore, be it

Resolved by the Senate, That we hereby recognize May 7-13, 2017, as “Women’s Lung Health Week”; and be further

Resolved, That all Michigan residents be encouraged to learn more about the detection and treatment of lung cancer.

Senator Horn’s statement is as follows:

This package of bills left the Senate as a very good economic development package. It came back from the House of Representatives a better package. I just wanted to offer a couple of explanations on amendments. It came back with a five-year sunset on all projects—a five-year cap per local unit, meaning that no one city can dominate the economic development in the state of Michigan. It requires that 35 percent of all projects be in cities, villages, or townships with populations less than 100,000, meaning, again, that this is a Michigan economic development and redevelopment package. It went further to say that populations of less than 25,000 can get waivers from the Michigan Strategic Fund to grow their communities. For example, in Owosso, they have an old warehouse and an old brewery that’s been sitting empty for a very long time and they can’t meet some of the $15 million or $25 million or $500 million minimums on these projects, so it allows us to do a waiver and define more tightly what a transformational project is in any community in the state of Michigan. It has an adjustment to the gap in the capture which makes this bill much more accountable and, I think, more transparent to the general public. All of these things make sure that the taxpayers are protected, and that these are strictly private development dollars that are put into this. This is likely to be the most significant urban redevelopment package that Michigan has seen in decades.

I’m pleased to present these bills back to the Senate as Messages from the House. I’d like to thank the sponsors of the bills, and I’d really like to take a moment to thank Melanie Ellison, my legislative director, who put countless hours in, and all the people and our stakeholders that are standing outside of this chamber in the form of the Michigan Thrive Coalition. This was truly a grassroots effort.
