A bill to amend 1978 PA 368, entitled
"Public health code,"
by amending section 5125 (MCL 333.5125), as added by 1988 PA 491,
and by adding section 21525.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec.
5125. A Subject to section
21525, a licensed health
professional in charge of the care of a newborn infant, or if none,
the licensed health professional in charge at the birth of an
infant, shall treat the eyes of the infant with 1 or more of the
prophylaxes
approved by the department within 1 hour 24 hours after
the birth of the infant, or as soon after the birth of the infant
as the health professional is present if later than 24 hours. If
any redness, swelling, inflammation, or gathering of pus appears in
the eyes of the infant or upon the lids or about the eyes of the
infant
within 2 weeks after the date of birth, a nurse, nurse-
midwife,
nurse midwife, or other person having care of the infant
shall report the condition to the physician in charge of the care
of the infant, or if there is not a physician in charge of the care
of the infant, to the local health department, within 6 hours after
the discovery of the redness, swelling, inflammation, or gathering
of pus.
Sec. 21525. A hospital shall allow a newborn infant who is
born in the hospital or who is under the care of the hospital to be
placed on the mother's chest, skin to skin, immediately after birth
and leave the mother and infant undisturbed for at least 1 hour or
until the completion of the first breastfeeding, if any.
Enacting section 1. This amendatory act takes effect 90 days
after the date it is enacted into law.
