LIVESTOCK DEALERS LICENSING FEES H.B. 4400 (H-1):
SUMMARY OF HOUSE-PASSED BILL
IN COMMITTEE
House Bill 4400 (Substitute H-1 as passed by the House)
Sponsor: Representative Nancy E. Jenkins
House Committee: Appropriations
Senate Committee: Appropriations
CONTENT
The bill would amend Public Act 284 of 1937, which regulates livestock dealers to maintain current amounts charged for livestock dealer licensing fees by the Department of Agriculture and Rural Development (MDARD), by delaying the expiration of the fees from September 30, 2015, to September 30, 2019.
Current license fees that would be continued under the bill include Class I (livestock auction operator), $400; Class II (buying station operator), $250; Class III (dealer/broker/agent/collection point operator), $50; and Class IV (livestock trucker), $25.
FISCAL IMPACT
The bill would have a positive fiscal impact on the FY 2015-16 budget for MDARD. Built into the MDARD budget as recommended by the Governor, Senate, and House is $20,000 from the fees addressed in the bill, which would provide approximately 25% the funding for the Department's livestock dealer regulatory program costs. The balance of this cost would be paid with General Fund dollars.
