                                                                                                    SUMMARY OF BILL

                                                                                      REPORTED FROM COMMITTEE

Senate Bill 52 (Substitute S-1 as reported)

Sponsor:  Senator Jim Stamas

Committee:  Veterans, Military Affairs and Homeland Security

CONTENT

The bill would amend the Veterans Welcome Home Act to require the Michigan Veterans Affairs Agency to send a letter to returning veterans that would list veterans service organizations (VSOs).

The Act required the former Department of Labor and Economic Growth to include a list of all State-funded VSOs in the welcome home letter that it sent to returning veterans. (Currently, the Veterans Services Division of the Workforce Development Agency, in the Michigan Strategic Fund, sends a letter that includes the list of VSOs to returning veterans.)

The bill instead would require the Michigan Veterans Affairs Agency to develop and send a welcome-home letter to all returning veterans. The letter would have to include the list of State-funded VSOs. The bill would retain a requirement that the list be ordered by the amount of State funding, with the VSO that receives the most State funding listed first and the remaining VSOs listed in descending order.

FISCAL IMPACT

The bill would have a minimal fiscal impact on the Department of Military and Veterans Affairs, where the Michigan Veterans Affairs Agency is located. According to the Department, to comply with the bill would cost approximately $15,000 annually.
