SUMMARY:
The bill would amend the Michigan Memorial Highway Act to designate the portion of business loop I-94 between the eastern and western city limits of the city of Battle Creek as the "Detective LaVern S. Brann Memorial Highway."

FISCAL IMPACT:
Section 2 of the Michigan Memorial Highway Act indicates that the State Transportation Department shall only provide for the erection of suitable markers indicating the name of the highway "when sufficient private contributions are received to completely cover the cost of erecting and maintaining those markers." As a result, the bill has no state or local fiscal impact.
BACKGROUND INFORMATION:
According to information from the Senate Fiscal Agency, the bill honors LaVern Brann, a detective with the Battle Creek Police Department, who was shot and killed on May 9, 2005, while investigating the murder of a taxi driver. The shooter was convicted in 2007 of charges related to the killing of Detective Brann and sentenced to life in prison without parole and also later pleaded no contest to the murder of the taxi driver. He is survived by his wife and two children.
According to the SFA analysis, Detective Brann had, during his 20-year career in Battle Creek, worked in narcotics, crisis negotiation, emergency response, and violent crime investigation; served as a community service officer, field training officer, and bloodborne pathogen coordinator; and was named the Department's "Officer of the Year" in 2002. He also served on the Pennfield School Board, and participated in the Peer Listening program, the American Red Cross, the Emergency Preparedness Expo, and the Substance Abuse Council.
