A SUMMARY OF HOUSE BILL 4276 AS INTRODUCED 2-19-13
House Bill 4276 would amend the Revised School Code (MCL 380.1278) to prohibit the State Board of Education and the Department of Education from implementing the Common Core Curricular Standards, an initiative coordinated by the National Governors Association Center for Best Practices and the Council of Chief State School Officers.
The bill directs the State Board of Education to take the necessary action to rescind the board's June 15, 2010, adoption of the common core standards, and to discontinue any assessments aligned to those standards. If the bill were enacted into law, the state board and all state officials and agencies would be prohibited from participating in the common core state standards initiative.
Further, the bill stipulates that the SBE must ensure that the State Board Model Core Academic Curriculum Content Standards and the Subject Area Content Expectations that apply to the credit requirements of the Michigan Merit Standard (under sections 1278a and 1278b of the Revised School Code) are not based on the common core standards.
FISCAL IMPACT:
The bill would have an indeterminate fiscal impact on the Michigan Department of Education, as well as school districts and intermediate school districts.
