Senator Vincent Gregory of the 14th District offered the following invocation:
Father God, we come together this day thanking You for another opportunity to enjoy Your grace, Your mercy, and Your love. We thank You, Lord, for the privilege of serving Your people as a legislative body. Yet at the same time, we realize, Lord, that we can do nothing apart from You. We realize that we are mere men and women who will be making decisions that will affect the lives of the men, women, and children of this great state of Michigan. Therefore, we call on You, Lord, for only You are all-knowing and all-loving.
We ask You, Lord, to guide us in making decisions that are fair and equitable for all residents and not just a few. We ask, Lord, that You would enable us to reach across the aisle in an effort to make this great state a great place for all who live here—whether they are serving a meal in a restaurant, teaching children in a classroom, or chairing a meeting in a board room.
We ask this and all things in our Savior’s name. Amen.

Senator Colbeck’s statement is as follows:
My colleagues, I would like to bring to your attention the fact that we are in the midst of a constitutional crisis. Our U.S. Constitution defines three branches of government. Article I defines the responsibility and authority of the legislative branch. Article II defines the responsibility and authority of the executive branch—please note that II comes after I. Article III defines the responsibility and authority of the judicial branch. What we have in Washington, D.C., right now are an executive branch and judicial branch that are acting as if they are the legislative branch. It is as if Article I was ripped out of our Constitution.
The most egregious excursions into assuming Article I authority in recent months has been by our pen-and-a-phone‑wielding executive branch. Nowhere have these excursions been more pronounced than when they deal with, arguably, the signature legislation promoted by President Obama—Obamacare.
On July 15, 2013, the President unilaterally invoked a delay in income verification until 2015. On September 30, 2013, the President unilaterally invoked special subsidies for Congress. On November 14, the President unilaterally invoked a delay in the minimum requirements for insurance plans. On December 19, the President unilaterally delayed the individual mandate for those who lost insurance because of Obamacare—you know, the plan that is supposed to give everyone insurance.
Unilateral actions have also been taken by this President on his signature legislation for the following provisions: Medicaid physician reimbursements, bundled payments initiative, Medicaid funds and preventative care, basic health program, out-of-pocket costs, small business health options program, employer mandate, employer reporting requirements, verifying coverage status, verifying income, electronic Medicaid notices, finalizing federal exchange plans, online enrollment for small business exchanges, online enrollment for Spanish March enrollment deadline, high-risk insurance pools, delays on individual mandates for some, extra day to enroll for January 1, 2013 coverage, website problems and enrollment deadline, equal coverage rules, canceled insurance plan and minimum standards, extra days to enroll for January 1, 2013 coverage—again, health insurance enrollment for small businesses, payment deadline delays, employer mandate for medium-sized companies, employer mandate coverage percentage, and measuring employees for employer mandate.
The good news, my friends, is that he is repealing his signature legislation provision by provision. The bad news is that he is doing so in a manner that completely ignores the rule of law and the constitutional authority granted to him under this law. Yet too many of us remain silent.
My colleagues, we can no longer afford to be silent as our country undergoes a fundamental transformation from a constitutional republic to a banana republic. We each take an oath to support the U.S. Constitution and the Michigan Constitution. In accordance with this oath, I implore us to condemn the unilateral actions taken by our President that exceeds the authority granted under Article II, Section 2 of the United States Constitution, and restore our government to the confines defined by We the People.

A bill to create the methamphetamine abuse registration act; to create a registry of individuals convicted of methamphetaminerelated offenses; to require persons who sell, distribute, deliver, or furnish products containing ephedrine or pseudoephedrine to examine the methamphetamine abuser registry before selling, distributing, delivering, or furnishing those products; to prohibit the sale of products containing ephedrine or pseudoephedrine to certain individuals without a prescription; to prohibit the disclosure of certain confidential information; to provide civil immunity under certain circumstances; and to provide remedies and penalties.
With the recommendation that the substitute (S-2) be adopted and that the bill then pass.
The committee further recommends that the bill be given immediate effect.
