A resolution designating October 5, 2013, as Buy Nearby Get Caught Blue-Handed Day in the state of Michigan.
Whereas, Buy Nearby is an ongoing, year-round campaign launched by the Michigan Retailers Association to benefit retail businesses and local communities across Michigan; and
Whereas, The campaign is intended to serve as a personal call to action, a symbol of pride and celebration, a rallying cry across Michigan, and an economic driver for our state; and
Whereas, Buying nearby is Pure Michigan. The Buy Nearby campaign has partnered with Pure Michigan whose website acknowledges: “Whether we’re shopping for something specific, something to remind us of the good times we had in Michigan or just shopping for the fun of it, there’s no limit to what we can find in Michigan stores. From custom-made goods to unbeatable bargains, this is where the shopping is always Pure Michigan”; and
Whereas, Retailing is responsible for 850,000 jobs in Michigan, and if shoppers commit to buying nearby in Michigan, we can create more local jobs through increased local purchases; and
Whereas, Roughly half of every dollar used to Buy Nearby in Michigan stores goes back into the Michigan economy, keeping more money within Michigan communities. This improves the vitality of Michigan’s local economies and their quality of life and directly supports our communities, our schools, and our infrastructure; and
Whereas, If Michigan consumers switched only 1 in 10 of their purchases from out-of-state merchants to buying nearby, Michigan retail sales would increase by at least $750 million annually, providing a boost to our local and state economies; and
Whereas, Buy Nearby seeks to build upon and strengthen existing shop-local groups by expanding and elevating the Buy Nearby in Michigan movement to a statewide campaign; and
Whereas, The year-round Buy Nearby campaign has designated October 5, 2013, as Get Caught Blue-Handed Day, a day to celebrate local retail businesses and their importance and to encourage consumers to “get caught” buying nearby; and
Whereas, Communities and retailers are encouraged to participate by offering special events, promotions, and prizes to promote local shopping and stimulate Michigan’s economy on Get Caught Blue-Handed Day; and
Whereas, Buy Nearby will demonstrate that buying nearby can be fun and rewarding to local communities and consumers; now, therefore, be it
Resolved by the Senate, That October 5, 2013, be hereby designated as Buy Nearby Get Caught Blue-Handed Day in the state of Michigan; and be it further
Resolved, That the people of the state of Michigan are encouraged to buy nearby on this day and every day; and be it further
Resolved, That copies of this resolution be transmitted to the Michigan Retailers Association.

A resolution designating October 4, 2013, as Michigan Manufacturers Day in the state of Michigan.
Whereas, Since the nineteenth century, manufacturing has played an integral role in Michigan’s economy; and
Whereas, By the 1890s, Michigan had become a national leader in the manufacture of vehicles, with over 125 manufacturers and 7,000 workers; and
Whereas, Michigan was also a pioneer in the manufacture of iron, steel, paper products, and consumer goods, such as furniture, cereal, pharmaceuticals, and appliances and continues to create all of these products as well as many others; and
Whereas, Today, manufacturing in the state of Michigan is responsible for more than $70 billion in total output and one-fifth of the state’s gross state product; and
Whereas, There are currently more than 550,000 manufacturing jobs in Michigan, representing 13.5 percent of nonfarm employment; and
Whereas, Jobs in manufacturing pay 37 percent better than the private average wage, providing families and communities with stability in a changing world; now, therefore, be it
Resolved by the Senate, That the members of this legislative body hereby designate October 4, 2013, as Michigan Manufacturers Day.

Senator Bieda’s statement is as follows:
Today, I have a number of constituents from my district and many of your constituents visiting the Capitol today, and they will be stopping by a number of offices. It’s Chiari Malformation Awareness Day for them. There is going to be a House resolution a little later on today, but I wanted to bring up a couple facts on Chiari malformation. It’s something that most of us probably have not heard about. It’s a neurological disorder where the cerebellum of the brain descends out of the skull and places pressure on the brain and the spinal cord.
Individuals with Chiari malformation also struggle with many other related conditions. A few of them have hydrocephalus, tethered spinal cord, intracranial hypertension, and spina bifida. It’s estimated that Chiari malformations occur in 1 in 1,000 births. However, now that the use of MRI is becoming much more frequent, it is believed that this malformation is much more prevalent.
There are four different types of these Chiari malformations, all differing by the amount of herniation protruding from the skull. It doesn’t discriminate; it affects people of any age. The average age of diagnosis is in the mid-thirties. However, as pediatricians are slowly learning more about the condition, it is being found in children more frequently.
I wanted to bring this to the attention of the Capitol today. There are some very sincere and adamant individuals in my district who have been working to bring this to the attention of individuals not only in the state, but in the State Legislature. I wanted out of respect to them and respect to the body to share this information with you under Statements. I wanted to wish them a very successful day as they visit their members of the Legislature.
Senator Young’s statement is as follows:
Mr. President, I would like to start with a quote: “Justice is the end of government.” James Madison said that. Mr. President, if we are truly going to uphold the ideal of justice, of life, liberty, and the pursuit of happiness, that here in America this is the land of the free and the home of the brave, we must eliminate, we must repeal this unconstitutional emergency manager law. Once again, Mr. President, the emergency manager doesn’t listen to the people, doesn’t even have hearings, and doesn’t even tell the local elected officials about what he does with one of the city’s jewels, one of the city’s treasures—Belle Isle. He just wakes up and decides, like any emperor, like any dictator, like any despot: “I’m just going to just give this asset away. If you don’t like it, tough, because I’m the EM and you’re not.” It’s wrong, fundamentally.
In a democracy, in a democratic republic, the people should at least be aware of what this man does, and the fact that they’re not, the fact that they weren’t even talked to, the fact that they didn’t even have an opportunity to go before the public, just shows how truly dangerous this is. For democracy to reign supreme and for the people’s will to be ultimate in our government, we must get rid of the emergency manager law. We are in a democracy with checks and balances, with three branches of government. For them not to even be consulted; for the people to be sold out and betrayed; for this municipal treason to occur, it is wrong. It has no place in our government; it has no place in this state.
We will never be able to go about the business of perfecting our pleasant peninsula with this unconstitutional law. So, for the sake of liberty; for the sake of us pledging our lives, our fortune, and our sacred honor; for the sake of us being able to be men and women of distinction and valor, let’s repeal the emergency manager law, Mr. President.
