Motions and Resolutions

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 286.

A resolution of tribute offered as a memorial for William “Bill” Jowett, former member of the House of Representatives.

Whereas, This legislative body was saddened to learn of the passing of William “Bill” Jowett. A tireless advocate for the people he represented, his compassion and good nature inside and outside the halls of this chamber will be missed; and

Whereas, Upon graduation from Port Huron High School, Bill Jowett attended Port Huron Junior College and proudly served our country with the U.S. Army. In 1957, he graduated from the Cincinnati College of Mortuary Science and founded Jowett Funeral Home in Port Huron. From 1958 to 1962, he also served as St. Clair County coroner. He was first elected to the Michigan House of Representatives in 1966; and

Whereas, For fourteen years, Bill Jowett represented the people of Port Huron and St. Clair County in this legislative body, serving on the Appropriations Committee during some of our state’s hardest times. He worked hard to negotiate compromises between the administration and legislative leaders during these years and to secure essential funding for the community college and other public projects in his district; and

Whereas, Bill Jowett would remain a fixture in Lansing for an additional 26 years after leaving the House of Representatives as a multi-client governmental consultant. He represented a variety of organizations and helped legislators understand the complex issues affecting those clients. An avid golfer, he retired in 2006 to spend more time with his family, travel, and enjoy the sport he loved; now, therefore, be it

Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of William “Bill” Jowett, a member of this legislative body from 1967 to 1980; and be it further

Resolved, That copies of this resolution be transmitted to the Jowett family as evidence of our lasting esteem for his memory.

House Resolution No. 287.

A resolution to declare January 2014 as School Board Recognition Month in the state of Michigan.

Whereas, Article VIII, Section 2 of Michigan’s Constitution of 1963 establishes that maintaining and supporting public education for Michigan’s youth is a basic duty of state government; and

Whereas, Michigan’s institutions of public education are the foundations on which we prosper economically, socially and intellectually; and

Whereas, The elected school board members are public servants who lead their school districts and communities and maintain excellence in education and instruction throughout the state; and

Whereas, School board members must be visionaries who are dedicated to our students and our state’s future. They must be designers of structures that create achievement and stewards of the public’s trust that utilize shared resources in such a way as to maximize each investment; and

Whereas, School board members are some of the strongest advocates for quality education and have established themselves as integral in the creation of public policy targeted at getting positive results; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare January 2014 as School Board Recognition Month in the state of Michigan. We call this observance to the attention of all our citizens.

House Resolution No. 288.

A resolution to commemorate the 60th anniversary of the addition of the words “under God” to the Pledge of Allegiance.

Whereas, The United States of America will be celebrating the 60th anniversary of adding the words “under God” into the Pledge of Allegiance; and

Whereas, The joint resolution was introduced by Michigan natives Congressman Charles Oakman (R-l7th) and U.S. Senator Homer Ferguson (R) before being signed by President Dwight D. Eisenhower on June 14, 1954 (Flag Day); and

Whereas, Reverend George M. Docherty, pastor of New York Avenue Presbyterian Church, delivered the historic sermon on February 7, 1954, before President Eisenhower in Washington, D.C., suggesting the words “under God” be added to the pledge. Congressman Oakman introduced his legislation the following day; and

Whereas, These words were first recited within the Pledge of Allegiance by the Knights of Columbus in 1951 at the opening of each of their meetings; and

Whereas, Michigan Congressman Louis Charles Rabaut (D-14th) submitted a resolution on April 20, 1953, to amend the Pledge of Allegiance with the words “under God.” He was the first of many to introduce such similar legislation before it became law in 1954; and

Whereas, President Abraham Lincoln first said the phrase “nation, under God,” in the Gettysburg Address on November 19, 1863, at the dedication of the Soldiers’ National Cemetery:

; and

“It is rather for us to be here dedicated to the great task remaining before us—that

from these honored dead we take increased devotion to that cause for which they

gave the last full measure of devotion—that we here highly resolve that these dead

shall not have died in vain—that this nation, under God, shall have a new birth of

freedom—and that government of the people, by the people, for the people, shall not

perish from the earth.”

; and

Whereas, When the future of the United States was threatened by communism, we reminded our citizens and the world that our country would prosper because of our nation’s fundamental belief in God. President Eisenhower addressed this foundation during his statement at the signing of the amended Pledge of Allegiance:

“From this day forward, the millions of our school children will daily proclaim in

every city and town, every village and rural school house, the dedication of our nation

and our people to the Almighty. To anyone who truly loves America, nothing could

be more inspiring than to contemplate this rededication of our youth, on each school

morning, to our country’s true meaning .. .In this somber setting, this law and its

effects today have profound meaning. In this way we are reaffirming the

transcendence of religious faith in America’s heritage and future; in this way we shall

constantly strengthen.”

; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body commemorate the 60th anniversary of the addition of the words “under God” to the Pledge of Allegiance. We honor the Michigan members of Congress who put forth the legislation that instilled the importance of these words in our great nation; and be it further

Resolved, That copies of this resolution be transmitted to the members of the Michigan congressional delegation.

House Resolution No. 289.

A resolution to declare January 20-24, 2014, as No Name-Calling Week in the state of Michigan.

Whereas, No Name-Calling Week is an annual week of educational activities aimed at ending name-calling of all kinds and providing schools with the tools and inspiration to launch an on-going dialogue about ways to eliminate name-calling and bullying in their communities; and

Whereas, Sixty organizations, including the National School Boards Association, National Association of Elementary School Principals, National Association of Secondary School Principals, National Education Association, National Association of School Psychologists, Gay, Lesbian and Straight Education Network, and Big Brothers Big Sisters of America, have come together as No Name-Calling Week partner organizations; and

Whereas, Thousands of students have participated in No Name-Calling Week since its inception in 2004; and

Whereas, The Gay, Lesbian and Straight Education Network has conducted and released national studies analyzing the pervasive harassment and victimization faced by elementary students and lesbian, gay, bisexual, and transgender (LGBT) secondary students; and

Whereas, Twenty-six percent of elementary students reported hearing others say hurtful things based on another student’s race or ethnic background; and

Whereas, Thirty percent of elementary students reported being bullied or called names at some point while in school; and

Whereas, Over 70 percent of LGBT middle and high school students frequently hear homophobic remarks and over 80 percent of LGBT middle and high school students were verbally harassed in the past year because of their sexual orientation; and

Whereas, Fifty-five percent of LGBT middle and high school students experienced harassment via electronic means in the past year; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare January 20-24, 2014, as No Name-Calling Week in the state of Michigan. We encourage the citizens of Michigan to observe this occasion with appropriate ceremonies, programs, and activities.
