e/d/s = entered during session Pastor Roger Ulman, Pastor of Calvary Chapel of Kalamazoo in Kalamazoo, offered the following invocation:
“Dear Lord,
God of heaven and earth. We acknowledge Your sovereignty over the matters of men and government. We believe that You care deeply for us and show us that care daily through Your provision, protection and wisdom to live lives pleasing to You. We thank You for all You have done for us here in the great state of Michigan but we are still in great need. There are many hurting people in poverty and unemployment. Help us to help them. We need Your heart to serve them. We have cities who have lost hope but it is not hopeless. You are the God of hope and our hope is in You and You alone.
We do now ask for Your wisdom to lead us from this day forward. May we be faithful to what You have called us to do. Our wisdom is nothing compared to Yours and so we humble ourselves before You. Please lead and guide these men and women who serve faithfully in our state government. Help them carry the burdens that weigh on them. Grant them Your peace that surpasses all understanding and wisdom to do what is right. Grant them and their families Your protection from evil and harm. Draw them to a closer relationship with You and remind them continually that You are always here for them. We pray for our Governor and his staff to work hard with integrity and diligence. Give them hope when they are discouraged and remind them to call upon You when they need strength. Give them divine insight into the issues they are facing. We can be successful but only by Your wisdom and guidance.
We Thank You again for all You have done for us. We are a blessed people and we thank You for the people of our great state. We give You all the Glory and praise for all You have done and all You are going to do in the future. We thank You for providing us Your Son the Lord Jesus Christ. We offer You this prayer in His wonderful, matchless name.
Amen.”
The Speaker called the Speaker Pro Tempore to the Chair.
Reps. Kelly, Darany, Denby, Heise, Howrylak and Poleski offered the following resolution:
A resolution to declare March 16, 2013, as Liberty Day in the state of Michigan.
Whereas, Our rights and liberties are rooted in the cherished documents that gave birth to our nation, those being the Declaration of Independence and the United States Constitution with its Bill of Rights; and
Whereas, We will forever be grateful to the many people who played prominent roles in the birth of our nation, both large and small, and too numerous to fully name but including: Abigail Adams, John Adams, Samuel Adams, Ethan Allen, Margaret “Molly” Corbin, Benjamin Franklin, Elizabeth Freeman, Nathan Hale, Alexander Hamilton, John Hancock, Patrick Henry, John Jay, Thomas Jefferson, John Paul Jones, James Armistead Lafayette, Sybil Ludington, Thomas Paine, Paul Revere, Caesar Rodney, Deborah Samson Ganet, George Washington, and Phillis Wheatley, to name just a few and without dishonor to the many other patriots we are indebted to both known and unknown; and
Whereas James Madison, fourth President of the United States, was born on March 16, 1751, and is widely known as the “Father of the Bill of Rights”. He was one of the authors of the Federalist Papers, outlining why states should endorse the new Constitution, and introduced the Bill of Rights into the first Congress of the United States whereupon the first ten amendments to the Constitution were adopted; and
Whereas, It is incumbent that we recognize the importance of these founding documents and also teach our children of the sacrifices previous generations have made in order that we have and keep the liberties and freedoms we enjoy today. So as to be forever mindful and vigilant, it is altogether fitting that the birthdate for the “Father of the Bill of Rights” will be used to mark the occasion of this celebration of Liberty Day in the great state of Michigan; and
Whereas, The people of Michigan can commemorate this day by learning firsthand or teaching unto others the contents of these documents, as well as the stories of those who contributed to them and their now enshrined principles; now, therefore, be it

The Clerk received the following dissent on House Bill No. 4254, from Rep. Irwin:
I continue to object to the use of procedural tricks to subvert the Constitutional rights of citizens to know accurately the actions of the House of Representatives. Motions for immediate effect are routinely gaveled through without even a pretense of vote counting. This motion requires support from 2/3rds of the members and there is no genuine effort to ascertain the level of support for immediate effect. I object to this practice and I object to the erroneous assertions printed in the House Journal that suggest an authentic counting of votes occurred on the House floor.
