A bill to amend 1968 PA 2, entitled
"Uniform budgeting and accounting act,"
(MCL 141.421 to 141.440a) by adding section 3a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 3a. (1) The legislative body of a city, township, or
village may authorize by resolution that a study be conducted to
review the potential savings and efficiencies from any of the
following:
(a) Consolidating that city, township, or village with 1 or
more other cities, townships, or villages.
(b) Sharing services or programs with 1 or more other cities,
townships, or villages.
(2) The legislative body of a school district or intermediate
school district may authorize by resolution that a study be
conducted to review the potential savings and efficiencies from any
of the following:
(a) Consolidating that school district or intermediate school
district with 1 or more other school districts or intermediate
school districts.
(b) Sharing services or programs with 1 or more other school
districts or intermediate school districts.
(3) This state shall reimburse each city, township, village,
school district, or intermediate school district for 75% of the
cost of a study conducted by that city, township, village, school
district, or intermediate school district under subsection (1) or
(2). To qualify for reimbursement, the legislative body of the
city, township, village, school district, or intermediate school
district shall submit a verified account of actual costs to the
department of treasury not more than 90 days after the date of the
completion of the study. Not later than 90 days after the
department of treasury receives the verified account of actual
costs from the city, township, village, school district, or
intermediate school district, the department of treasury shall pay
the verified account.
(4) The legislature shall appropriate from the general fund of
this state an amount necessary to implement this section.
(5) As used in this section:
(a) "Intermediate school district" means that term as defined
in section 4 of the revised school code, 1976 PA 451, MCL 380.4.
(b) "School district" means that term as defined in section 6
of the revised school code, 1976 PA 451, MCL 380.6.
