     A bill to amend 1984 PA 270, entitled

 

"Michigan strategic fund act,"

 

(MCL 125.2001 to 125.2094) by adding chapter 5A.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

CHAPTER 5A

 

     Sec. 59. As used in this chapter:

 

     (a) "Institution of higher education" means that term as

 

defined in section 88a.

 

     (b) "Professional service firm" means a professional service

 

firm that has a North American industrial classification system

 

(NAICS) of 5412 or 5416.

 

     Sec. 59a. The fund shall create and operate a program to

 

assist small businesses located in this state. The program shall be

 

called the Michigan business corps. The fund shall develop the


 

Michigan business corps program with assistance from institutions

 

of higher education and professional service firms.

 

     Sec. 59b. (1) The Michigan business corps program shall

 

consist of all of the following:

 

     (a) Public-private partnership between the fund, institutions

 

of higher education, and professional service firms to provide

 

online assistance to small businesses.

 

     (b) The online assistance shall be without fee and shall

 

include online or in person coaching and mentoring of the small

 

business.

 

     (c) The coaching and mentoring shall include, but are not

 

limited to, the following subject matters:

 

     (i) Small business start-up information.

 

     (ii) Cash flow.

 

     (iii) Debt load.

 

     (iv) Sales.

 

     (v) Business and management procedures.

 

     (vi) Accounts receivables.

 

     (vii) Taxes and regulatory information.

 

     (viii) Marketing and communication.

 

     (ix) Business finance.

 

     (x) Raising capital.

 

     (2) The fund and the department of licensing and regulatory

 

affairs shall work together to notify each new business licensed or

 

registered in this state of the Michigan business corps program.
