CONTENT
The bill would amend the Michigan Vehicle Code to provide that use of a historic vehicle during the month of August every year would be considered an exhibition.
The Code defines "historic vehicle" as a vehicle that is more than 25 years old, and that is owned solely as a collector's item and for participation in club activities, exhibitions, tours, parades, and similar uses, including mechanical testing, but is not used for general transportation.

FISCAL IMPACT
The bill would have an indeterminate fiscal impact on State or local government. Currently, individuals found guilty of a plate violation (Michigan Vehicle Code Sec. 255) are assessed a fine of $35 and a justice system assessment (JSA) of $40, in addition to court cost fees that range from $35 to $53. Public libraries benefit from the fine revenue and various State entities, such as the Highway Safety Fund of the Michigan State Police, benefit from the JSA. By granting an exemption for historic vehicles in the month of August, the bill could result in a marginal decrease in these revenue streams.
