     A bill to amend 1979 PA 94, entitled

 

"The state school aid act of 1979,"

 

(MCL 388.1601 to 388.1772) by adding section 92.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 92. (1) From the state school aid fund appropriation in

 

section 11, there is allocated an amount not to exceed

 

$1,500,000.00 for 2008-2009 for school safety grants to districts

 

under this section. In addition, available federal funds are

 

appropriated for this purpose.

 

     (2) To receive a grant under this section, a district shall

 

apply to the department in the form and manner prescribed by the

 

department. The grants shall be awarded on a competitive basis.

 

Programs funded with grants awarded under this section shall meet


 

all of the following:

 

     (a) The program shall use the funds for hiring and training

 

school safety officers and mental health professionals for

 

functions described in subdivision (b). The funds also may be used

 

for planning and for purchasing equipment and supplies for school

 

safety officers and mental health professionals in the program.

 

     (b) The purposes of the program shall be to recognize warning

 

signs and risk factors and to prevent school violence and bullying.

 

     (c) The grant funds will be used approximately as follows:

 

     (i) Hiring new school safety officers, 40%.

 

     (ii) Training school safety officers and other school personnel

 

in violence prevention, 10%.

 

     (iii) Technological improvements to support the functioning of

 

school safety officers, 5%.

 

     (iv) Hiring mental health professionals, 40%.

 

     (v) Training for mental health professionals, 5%.

 

     (d) The program shall provide a 25% local match.

 

     (3) Grant payments under this section may be paid on a

 

schedule other than the schedule under section 17b pursuant to an

 

agreement between the grant recipient and the department.
