BRIEF SUMMARY:

            SB 1035 extends the sunset dates for fingerprint fees and Internet Criminal History Access Tool (I-CHAT) fees from October 1, 2010 to October 1, 2012.  These fees are directed to the Michigan State Police for administrative costs and for maintaining and upgrading the Criminal Justice Information System (CJIS) and other criminal justice related databases.

FISCAL IMPACT:

Fingerprint fees have averaged $6.5 million and I-CHAT fees have averaged $3.9 million per year over the last two years.  If these fees expire on October 1, 2010, without the two-year sunset date extension, the State Police will experience a budgetary shortfall for these areas.
