Please give us the wisdom as we decide, discernment as we consider, kindness as we debate, and give us gratitude as we serve. Help us to be aware of Your presence and Your love. Amen.

Senator Cropsey’s first statement is as follows:

This morning it is my pleasure to recognize three legislative interns who have earned a special honor earlier today. The Frank Fitzgerald Public Service Award recognizes talented young people active in the Michigan Legislature who have shown extraordinary dedication and a willingness to help others.

The award is named for the late Frank Fitzgerald, a state lawmaker in the 1980s and 1990s, with whom I had the pleasure of serving for several years. His father, John Fitzgerald, served in the Michigan Senate and was also chief justice of the Michigan Supreme Court. His grandfather was the Governor of the state of Michigan.

In addition to legislative service, recipients are honored for their excellence as scholars and volunteers. Senator Bishop and I would like to make the announcement of these three people.

The first student is Collan Rosier, who grew up in Grand Ledge, just like Frank Fitzgerald. Collan loves American history and government. This summer, Collan will be working for newspaper columnist George Will in Washington, D.C. This fall, Collan will begin his junior year at Georgetown University. Collan’s grandmother, Marie Cantwell, is in the east Gallery. Please join me in welcoming her.

Senator Bishop’s statement is as follows:

I want to congratulate all of the winners of this very prestigious Frank M. Fitzgerald Public Service Award. I rise to announce and congratulate the next recipient of the award, Elizabeth Gorz, for her efforts in volunteerism, her academics, and her internship in my office and all that she has done. She is joined today by her family in the east Gallery—a family I know very well. In fact, I just gave a tribute to her grandfather this past week, Dr. James O’Neil in Clarkston.

This is an outstanding family from top to bottom, and Elizabeth is just a reflection of great genetics. I thank her mother Kari, whom I have worked with in the past and her father Leonard, who is a prosecutor in the Oakland County prosecutor’s office. He is one of the finest prosecutors I had the chance to work with while serving as an attorney in Oakland County. She also has her brother and sister, Joe and Rebecca, as well. This is a very, very impressive accomplishment for their daughter. I want them to know of my privilege and honor to work with their daughter. I hope that our colleagues help us greet the family of Elizabeth Gorz. I know they are very proud.

Senator Cropsey’s second statement is as follows:

Finally, we have Mr. Zachary Weston. Zak has the honor of interning in the Senate Majority Floor Leader’s office. It has been a joy to have Zak in our office, especially since we can keep a close eye on him there. He has been a dedicated volunteer who is always willing to help out. He is deeply devoted to helping inner-city children and has reached out to kids in Highland Park and Philadelphia. Zak is from Grand Rapids and recently completed his high school studies. This fall, he heads to Ohio to attend Cedarville University. His mother and father are in the east Gallery. Please join me in welcoming Mr. and Mrs. Larry Weston.

On behalf of the Michigan Senate, we’d like to thank all three of these students for their hard work and congratulate them on winning the 2009 Fitzgerald Public Service Award.

Senator Scott’s statement is as follows:

Another summer is upon us with the construction season in full swing and more people on the roads. Summer motivates us to get our jobs done so we can just enjoy being outside basking in the sun. The great musician Lionel Hampton said, “I’m motivated. The spirit hits me and I just keep going and don’t stop.”

Well, colleagues, I am motivated also. I am motivated to keep fighting for fair auto insurance rates in Michigan so Michigan drivers don’t have to park their cars in their driveways and not enjoy driving to the pool or to see friends or to the park for a picnic this summer. I’m motivated to do what is right for Michigan. I won’t stop until we have debated auto insurance rates and have passed legislation that creates fair auto insurance rates for all of Michigan’s drivers.

Senator Basham’s statement is as follows:

The American Cancer Society, the Smoke-free Coalition, and others are up here today wanting the Michigan Legislature to move a smoke-free package of bills that they can live with. Thirty-seven other states have gone smoke-free. Michigan needs to do its part to protect public health. There is no excuse for not having clean indoor air quality to work with.

I have a bill in this chamber that has had no hearings, and I will be requesting that we do a discharge vote on my piece of legislation tomorrow. So I just wanted the members to know that I will be asking for a discharge vote tomorrow, unless there is some plan to move some comprehensive smoke-free legislation in this chamber.

Senator Brown’s statement is as follows:

On the news today, it was reported that Michigan State University released the results of a study that indicated Michigan residents have a greater trust in our federal government than our state government. If we could create a plan for Michigan’s recovery, we can turn that sense of confidence and trust around; a plan that addresses our budget, yes, but a plan that goes beyond, and a plan that would include an emergency response component. Mr. President, we need a plan.

Senator Garcia’s statement is as follows:

Last week, I rose to speak on the need to set priorities in this chamber and in our government, and I stand by those statements. I was dismayed, though, that there are some who take opportunity to perhaps to shed a different perspective on this. While I agree with my colleague from the same county that we ought to make law enforcement a very real priority—the top priority—I’m not sure that this is the time to be talking about shifting budgets in terms of the idea that she spoke of last week.

I have been reluctant to say anything because I was afraid that someone, in my opinion, would try and be political about it. I am not here to disparage anyone; everyone is entitled to their opinion, but the fact remains that the clock is ticking. We have just a few more days before we have to lay off troopers. Again, I remind this body that we are going to lay off 100 troopers to save $1.7 million, when we had investment in 82 of those of $8 million.

We are getting ready to close prisons down and let more prisoners out onto the streets. I, again, implore this body, this administration, and the other chamber to make public safety a priority. That is all I am asking. If someone else has a different idea about how to do that, I am more than willing to work with them about that.

So, again, Mr. Lieutenant Governor, members of this chamber, I ask and remind folks that the clock is ticking, and we need to set some real priorities.
