A joint resolution proposing an amendment to the state
constitution of 1963, by amending section 1 of article V, to
provide for the establishment of the position of chief
administrative officer of the state.
Resolved by the Senate and House of Representatives of the
state of Michigan, That the following amendment to the state
constitution of 1963, to provide for the establishment of the
position of chief administrative officer of the state, is proposed,
agreed to, and submitted to the people of the state:
ARTICLE V
Sec. 1. The executive power is vested in the governor. The
governor may appoint a chief administrative officer with the
consent of the senate to assist in carrying out the governor's
administrative responsibilities. The position of chief
administrative officer shall be excepted from the state classified
service. The duties of the chief administrative officer shall be as
assigned by the governor, including overseeing all state employees.
The chief administrative officer shall report directly to the
governor and shall serve at the pleasure of the governor. The
governor shall establish the salary for the position of chief
administrative officer at not less than equal to but not more than
5 times the salary of the governor.
Resolved further, That the foregoing amendment shall be
submitted to the people of the state at the next general election
in the manner provided by law.
