A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1163.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1163. (1) Not later than January 1, 2010, the
superintendent of public instruction, in cooperation with the
department of state police and other appropriate state agencies,
shall develop or adopt 1 or more model programs designed to provide
grade-level-appropriate instruction on internet safety for pupils
in all grade levels. The instruction shall include, but is not
limited to, information on becoming a safe consumer on the
internet, avoiding predators who might be encountered on the
internet, and being careful about posting personal information on
the internet. When developed or adopted, the superintendent of
public instruction shall make the model program or programs
available to public and nonpublic schools and to parents.
(2) Beginning in the 2010-2011 school year, each school
district, public school academy, and nonpublic school shall provide
grade-level-appropriate instruction on internet safety for pupils
in all grade levels. The instruction shall include, but is not
limited to, information on becoming a safe consumer on the
internet, avoiding predators who might be encountered on the
internet, and being careful about posting personal information on
the internet. This instruction may be based on a model program
developed or adopted under subsection (1).
(3) The internet safety education fund is created within the
state treasury. The state treasurer may receive money or other
assets from any source for deposit into the fund. The state
treasurer shall direct the investment of the fund. The state
treasurer shall credit to the fund interest and earnings from fund
investments. Money in the fund at the close of the fiscal year
shall remain in the fund and shall not lapse to the general fund.
The department shall be the administrator of the fund for auditing
purposes. The department shall expend money from the fund, upon
appropriation, only for supporting internet safety education as
described in this section.
