Overview

The $3.4 billion state transportation budget supports state and local highway programs, public transportation programs, aeronautics programs, and administration of the Michigan Department of Transportation.  Approximately 2/3 of the budget ($2.1 billion) comes from constitutionally-restricted state revenue sources, primarily from motor fuel taxes and vehicle registration taxes, credited to the Michigan Transportation Fund (MTF) for distribution to other state transportation funds and programs, and to local road agencies, in accordance with Public Act 51 of 1951.  Approximately 1/3 of budget ($1.2 billion) comes from federal revenue.  There is no state GF/GP revenue in this budget.

The proposed House FY 2007-08 budget of $3.378 billion is $29.9 million less than the current year.  The decrease reflects a net decrease in estimated revenues; anticipated increases in federal revenue are offset by reductions in estimated state restricted and local revenue as compared with the estimates used to develop the current year budget.

House and Senate appropriation bills generally reflect the Governor's budget; the primary difference between the Governor's proposal and the House and Senate bills is in the treatment of the proposed $13.0 million shift from the TEDF to the state General Fund described below.  Aside from the TEDF, the Governor's proposed Transportation budget was primarily a continuation budget; it proposed no new programs or revenue sources.

 

 

Summary of Major Budget Issues

Transportation Economic Development –The Executive budget proposed the redirection of $13.0 million in certain drivers' license fees from the Transportation Economic Development Fund (TEDF) to the state General Fund, resulting in a $6.5 million reduction to the Target Industries Program and $3.25 million reductions to the Urban County Congestion, and Rural County Primary programs, respectively.  The proposed redirection would be effected through an amendment of the Michigan Vehicle Code.  The House and Senate bills do not recognize this redirection.  Note that Executive Order 2007-3 redirected $6 million from the TEDF (Target Industries) in the current year.

The House bill retains $40,000 for log truck turnoffs in the TEDF Forest Roads program.

Interdepartmental Grants –House concurs with the Governor, except with regard to the STF grant to the Michigan State Police; the House appropriates $9,564,700, $100 less than the Executive proposal.

 

Road & Bridge – The House budget adopts the Governor's recommendation to appropriate $987.9 million for state trunkline road and bridge construction/reconstruction programs, a decrease of $36.3 million from the current year.  This reflects anticipated State Trunkline Fund revenue as well as estimated federal-aid highway funds.  The budget includes $8.5 million from the Blue Water Bridge Fund, $5.6 million more than the current year.


MTF Distribution to Local Road Agencies – House appropriates $971.0 million – $623.4 million to county road commissions and $347.6 million to cities and villages – reflecting estimated MTF revenue and Public Act 51 of 1951 distribution.  Actual MTF distributions will be based on actual MTF revenue as distributed by Act 51 formula.

LocalBridge Fund– The budget reflects the statutory distribution of revenue from one-half cent of the gasoline Motor Fuel tax (equal to approximately $25.0 million), plus an additional $5.0 million from the MTF, to local bridge programs.  The total appropriation for this program would be $29.6 million, $836,900 less than the current year, reflecting reductions in estimated gas tax revenue.  The program also receives 15% of federal bridge program funds.

Local Bus Operating– House adopts the Governor's recommendation and appropriates $166.6 million, the same as current year.

Rail Passenger– House adopts the Governor's recommendation and appropriates $8.2 million and modifies boilerplate section (Section 711) related to AMTRAK.
