CONTENT House Bill 6147 would repeal Sections 16131 and 16263 of the Public Health Code, which prescribe the length and expiration date of terms of members serving on boards regulating various health occupations, and restrict the use of certain words, titles, and letters to individuals authorized to use them under the Code, respectively.


House Bills 6062, 6063, 6064, 6138 through 6143, 6145, 6146, 6148, 6149 (H-1), 6150, and 6205 through 6208 (H-1) would reenact the provisions of the repealed sections in the part of the Code applicable to each profession.


House Bill 6086 would amend the Code to include the title "sanitarian" (in addition to "registered sanitarian" and "R.S.") among the titles that a person may not use unless he or she is registered under the Code.

All of the bills are tie-barred to House Bill 6147.


Under Section 16131, the terms of office of individual members of regulatory boards and task forces, except those appointed to fill vacancies, expire four years after appointment on either June 30 or December 31, depending on the occupation. Under Section 16263, specific words, titles, or letters, or a combination of those words, titles, and letters are restricted in use, only to individuals authorized under Article 15 (Occupations) to use the terms in a way prescribed in Article 15. The bills would move these terms to the applicable part of the Code and specify that their use would be restricted with or without qualifying words or phrases. Table 1 lists each occupation and the part to which the existing provisions would be relocated, the restricted titles, the applicable board or task force, and the expiration date of a member's term.

Additionally, House Bills 6141 and 6148 would add to Parts 170 and 175 a provision that, notwithstanding the regulations regarding the use of titles, a person who was specially trained at an institution of higher education in Michigan to assist a physician in the field of orthopedics and, upon completion of training, received a two-year associate of science degree as an orthopedic physician's assistant before January 1, 1977, could use the title "orthopedic physician's assistant" whether or not he or she were licensed under Part 170 or 175.


Several parts of the Code already contain provisions restricting the use of certain words, titles, and letters, and the bills would amend them to enact the expiration date of board members' terms in those parts. They are shown in Table 2.
