A SUMMARY OF HOUSE BILL 4705 AS INTRODUCED 5-3-05
The bill would create a new act to authorize the Department of Civil Service to implement and administer a health savings account plan for certain state employees. Any such plan would have to be established by resolution by the state Civil Service Commission. The resolution would have to set forth the purpose, eligibility requirements, membership, deductible amounts, qualifications, and administration of the plan.
The term "health savings account plan" would mean a health savings account that complies with the Internal Revenue Code.
[Typically a health savings account is defined as a tax-favored savings account combined with a qualifying high-deductible health insurance plan.]
