"God, we thank You for another day that You have given us--a day to carry out Your work through our voices and our actions. God, we ask You to be with our soldiers of this state, and of this nation. Keep them safe from harms way, both within this nation and around the world. Be with them and their families during this hard time of conflict. God, be with the people that You have put into the places of power of influence. Be with our President, our U.S. Senators and Congressmen, with our Governor and Lieutenant Governor, our state Senate, and with this House. Help that our actions are according to Your will. God, just help that we are not concerned with the question of whether or not You are on one side or the other. But just help that we are concerned only about one thing--that we are on Your side. God, be with the working families of this nation, of this state--the daily sacrifices they make to provide for themselves and their families raising their children. Help us to aid them in any way we can. God, as a personal prayer of this House for Rep. Jim Howell's son, Sam who recently was in a very serious car accident, be with him, and be with his family as they go through this difficult time. Be with the doctors who administrate to him that they do the good work so that he can be put back into a state of well-being. Be with us now in today's actions. Be with all of our thoughts, our actions, and our words. It is in Your name, we pray. Amen."

House Resolution No. 20.

A resolution to commemorate the 100th Anniversary of Rotary International, and to honor the contributions of Michigan Rotarians by naming February 23, 2005, as Rotary Day, and the week of February 20, 2005, as Rotary Week in the state of Michigan.

Whereas, Rotary International, an organization dedicated to the service and benefit of humankind across the globe since its inception in Chicago on Feb. 23, 1905, whose members then and now hold as their central tenet the promotion of ethical standards in their professional and personal lives. Rotarians live through their motto of "Service Above Self" and embrace the wisdom of the Rotarian Four-Way Test: "Is it the truth? Is it fair to all concerned? Will it build goodwill and better friendships? Will it be beneficial to all concerned?" as a guiding principle in their daily affairs. Rotarians provide an outstanding model for conduct in business, community affairs, and government throughout the world; and

Whereas, We recognize that Rotarians' desire to serve humankind, as reflected in their stated goal of "peacemaking" since 1921. This desire has guided their actions as influential members in their communities, business organizations, and governments throughout the world including the United Nations. The United Nations based their Universal Declaration of Human Rights on a 1940 Rotary resolution and whose educational, scientific, and cultural organization UNESCO was inspired by a London Rotary resolution; and

Whereas, Among the organization's 31,000 clubs and 1.2 million estimated members, Michigan Rotarians have been heavily involved in philanthropy on a global scale. This includes efforts by clubs in Alpena and Midland to combat the spread of polio in Africa as part of the renowned PolioPlus initiative. Efforts of organizations throughout Michigan have contributed significantly to the relief efforts underway in the 11 countries in Asia and Africa ravaged by the recent tsunami; and

Whereas, This philanthropy extends beyond the scope of humanitarian aid to include the education of our youth through the Ambassadorial Scholarship. It is the single largest scholarship for international student exchange programs in the world. It has enabled more than 30,000 men and women from 100 countries to live and learn in other nations; and

Whereas, Michiganians' involvement in this public service is historic and significant, dating back to the founding years of the organization. Three of Rotary International's 100 oldest clubs include: Club No. 16 in Detroit, established 1910, Club No. 77 in Grand Rapids, established 1913, and Club No. 93 in Saginaw, established 1913. They are among over 250 clubs in the state of Michigan, operating in more than 230 cities in our great state from Adrian to Zeeland, now, therefore, be it

Resolved by the Michigan House of Representatives, That the members of this legislative body commemorate the 100th Anniversary of Rotary International, and honor the contributions of Michigan Rotarians by naming Feb. 23, 2005, as Rotary Day, and the week of February 20, 2005, as Rotary Week in the state of Michigan; and be it further

Resolved, We honor and applaud the efforts of Rotary International, and join with Rotarians throughout the state in celebrating 100 years of exemplary public service, conducted in the highest and most altruistic standards, in pursuit of the grand and noble desire to bring all the diversity of humankind together and to improve all our lives through dedication and service; and be it further

House Bill No. 4197, entitled

A bill to amend 1951 PA 51, entitled "An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts," by amending section 20a (MCL 247.670a), as amended by 2002 PA 498.

The following message from the Governor was received February 10, 2005 and read:

EXECUTIVE ORDER

No. 2005 ­ 3

IMPLEMENTATION OF EXPENDITURE REDUCTIONS UNDER

SECTION 20 OF ARTICLE V OF THE MICHIGAN CONSTITUTION OF 1963

WHEREAS, under Section 20 of Article V of the Michigan Constitution of 1963 no appropriation is a mandate to spend, and the Governor, with the approval of the appropriating committees of the House of Representatives and the Senate, must reduce expenditures authorized by appropriations whenever it appears that actual revenues for a fiscal period will fall below the revenue estimates on which appropriations for that period were based, and the reductions shall be made in accordance with procedures prescribed by law;

WHEREAS, it appears that actual revenues for the fiscal period beginning on October 1, 2004 and ending on September 30, 2005, will fall below the revenue estimates on which appropriations for that period were based, the estimates having been determined by the Legislature as required under Section 31 of Article IV of the Michigan Constitution of 1963;

WHEREAS, pursuant to Section 391 of The Management and Budget Act, 1984 PA 431, MCL 18.1391, on the basis of written information from the State Budget Director and the State Treasurer, it appears that actual revenue will fall below such revenue estimates;

WHEREAS, there is an unanticipated loss of funding that the departments and agencies of state government do not expect to obtain or make up during the current fiscal year;

WHEREAS, expenditure reductions totaling $218,860,000.00 general fund-general purpose and $8,232,300.00 special purpose funds are necessary;

NOW, THEREFORE, I, Jennifer M. Granholm, Governor of the State of Michigan, by virtue of the power and authority vested in me by the Michigan Constitution of 1963 and Michigan law, and with the approval of a majority of members of each appropriations committee, order the following reductions:

A. Portions of general fund-general purpose appropriations amounting to $218,860,000.00 contained in the following public acts are hereby reduced. Where the expenditure reductions of general fund-general purpose appropriations in this order reduce the restricted portions of gross appropriations and sources of financing that will be earned, the amounts to be reduced shall be provided separately to the State Budget Director for approval and entry into the accounts.
