A joint resolution proposing an amendment to the state
constitution of 1963, by adding section 55 to article IV, to
prohibit the diversion of the waters of the Great Lakes.
Resolved by the Senate and House of Representatives of the
state of Michigan, That the following amendment to the state
constitution of 1963, to prohibit the diversion of the waters of
the Great Lakes, is proposed, agreed to, and submitted to the
people of the state:
1 ARTICLE IV
2 Sec. 55. Except for lawful diversions existing on the
3 effective date of this section, the waters of the Great Lakes
4 within the boundaries of this state shall not be diverted out of
5 the drainage basin of the Great Lakes. The legislature shall
6 provide for the protection of the waters of the Great Lakes from
7 diversion out of the drainage basin of the Great Lakes.
1 Resolved further, That the foregoing amendment shall be
2 submitted to the people of the state at the next general election
3 in the manner provided by law.
