                                                                                 A bill to amend 1984 PA 431, entitled                                             

                                                                                

    "The management and budget act,"                                            

                                                                                

    (MCL 18.1101 to 18.1594) by adding sections 255, 256, and 257.              

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 255.  As used in this section, "state owned land" means                

                                                                                

2   real property owned by the state, whether improved or unimproved,           

                                                                                

3   except real property as to which title vested in the state by               

                                                                                

4   means of escheat.                                                           

                                                                                

5       Sec. 256.  The state shall comply with sections 257 to 260                  

                                                                                

6   when conveying state owned land, unless other state law controls            

                                                                                

7   the disposition of a particular category of state owned land or a           

                                                                                

8   particular parcel of state owned land, in which case that other             

                                                                                

9   state law applies.                                                          

                                                                                

10      Sec. 257.  If a state agency determines that a parcel of                    

                                                                                

11  state property under that agency's jurisdiction is no longer                

                                                                                


                                                                                

1   needed by that state agency, the agency shall declare that                  

                                                                                

2   property to be surplus state property and shall deliver a written           

                                                                                

3   memorandum to the director of the department that includes all of           

                                                                                

4   the following:                                                              

                                                                                

5       (a) A statement that the property has been declared surplus.                

                                                                                

6       (b) A site sketch of the property.                                          

                                                                                

7       (c) A statement as to whether any buildings or other                        

                                                                                

8   improvements exist on the property, and a description of those              

                                                                                

9   buildings or improvements.                                                  

                                                                                

10      (d) A statement that the state agency will pay for any                      

                                                                                

11  appraisal, survey, or environmental study that is necessary to              

                                                                                

12  the disposition of that land.                                               

                                                                                

13      Enacting section 1.  This amendatory act does not take                      

                                                                                

14  effect unless Senate Bill No. 514                                           

                                                                                

15                         of the 92nd Legislature is enacted into              

                                                                                

16  law.
