A bill to amend 1961 PA 236, entitled
"Revised judicature act of 1961,"
by amending sections 8301 and 8396 (MCL 600.8301 and 600.8396),
section 8301 as amended by 1996 PA 388 and section 8396 as added
by 1994 PA 12.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 8301. (1) The district court has exclusive
2 jurisdiction in civil actions when the amount in controversy does
3 not exceed $25,000.00.

5 the district court has jurisdiction over civil infraction
6 actions.
7 (3) An administrative hearings bureau created under section
8 29 of the home rule city act, 1909 PA 279, MCL 117.29, shall have
9 exclusive jurisdiction to hear and make determinations regarding
1 alleged violations of municipal civil infractions of the city
2 charter or ordinances.
3 Sec. 8396. (1)
A Except as otherwise provided under
4 subsection (2), a county, city, village, or township may by
5 ordinance establish a municipal ordinance violations bureau to
6 accept admissions of responsibility for municipal civil
7 infractions and to collect and retain civil fines and costs
8 pursuant to a schedule as prescribed by ordinance. The expense
9 of operating a municipal ordinance violations bureau shall be
10 borne by the county, city, village, or township, and the
11 personnel of the bureau shall be county, city, village, or
12 township employees.
13 (2) An administrative hearings bureau created under section
14 29 of the home rule city act, 1909 PA 279, MCL 117.29, shall
15 accept admissions of responsibility, conduct hearings, and make
16 determinations regarding alleged violations of municipal civil
17 infractions of the city charter or ordinances. The bureau may
18 collect and retain civil fines and costs as prescribed by
19 ordinance. The expense of operating the bureau shall be borne by
20 the city.
21 Enacting section 1. This amendatory act does not take
22 effect unless all of the following bills of the 92nd Legislature
23 are enacted into law:
24 (a) Senate Bill No. ____ or House Bill No. ____ (request
