A bill to amend 1979 PA 94, entitled
"The state school aid act of 1979,"
(MCL 388.1601 to 388.1772) by adding section 92.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 92. (1) From the state school aid fund appropriation
2 in section 11, there is allocated an amount not to exceed
3 $1,500,000.00 for 2004-2005 for school safety grants to districts
4 under this section. In addition, available federal funds are
5 appropriated for this purpose.
6 (2) To receive a grant under this section, a district shall
7 apply to the department in the form and manner prescribed by the
8 department. The grants shall be awarded on a competitive basis.
9 Programs funded with grants awarded under this section shall meet
10 all of the following:
11 (a) The program shall use the funds for hiring and training
1 school safety officers and mental health professionals for
2 functions described in subdivision (b). The funds also may be
3 used for planning and for purchasing equipment and supplies for
4 school safety officers and mental health professionals in the
5 program as provided in subdivision (c).
6 (b) The purposes of the program shall be to recognize warning
7 signs and risk factors and to prevent school violence and
8 bullying.
9 (c) The grant funds will be used approximately as follows:
10 (i) Hiring new school safety officers, 40%.
11 (ii) Training school safety officers and other school
12 personnel in violence prevention, 10%.
13 (iii) Technological improvements to support the functioning
14 of school safety officers, 5%.
15 (iv) Hiring mental health professionals, 40%.
16 (v) Training for mental health professionals, 5%.
17 (d) The program shall provide a 25% local match.
18 (3) Grant payments under this section may be paid on a
19 schedule other than the schedule under section 17b pursuant to an
20 agreement between the grant recipient and the department.
