A bill to authorize the state administrative board to
transfer certain parcels of property in Jackson county.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1. The state administrative board, on behalf of the
2 state, may transfer without consideration from the department of
3 corrections to the department of military and veterans affairs a
4 parcel of land in the township of Blackman, Jackson county,
5 Michigan, more specifically described as follows:
6 A parcel of land in the NE 1/4 of section 11, T2S,
7 R1W, Blackman Township, Jackson County, Michigan,
8 and more particularly described as commencing at
9 the northeast corner of said section 11; thence
10 S89 degrees, 55'50"W 41.24 feet, on the north line
11 of said section 11 to the westerly right of way
12 line of cooper street; thence 188.41 feet on the
1 arc of a curve to the right with a central angle
2 of 05 degrees 43'24", a radius of 1886.15 feet and
3 a long chord bearing and distance of S08 degrees
4 31'58"W 188.33 feet on said right of way; thence
5 S11 degrees 23'40"W 219.29 feet, on said right of
6 way to the point of beginning of this description;
7 thence S11 degrees 23'40"W 219.29 feet, on said
8 right of way to the point of beginning of this
9 description; thence S11 degrees 23'40"W 361.91
10 feet, on said right of way; thence n78 degrees
11 36'20"W 27.00 feet, on said right of way; thence
12 S11 degrees 23'40"W 277.36 feet, on said right of
13 way; thence 309.16 feet on the arc of a curve to
14 the left with a central angle of 14 degrees
15 41'20", a radius of 1205.92 feet and a long chord
16 bearing and distance of S 04 degrees 03'00"W
17 308.32 feet, on said right of way to the south
18 line of the N 1/2 of the NE 1/4 of said section
19 11; thence S89 degrees 52'30"W 1339.14 feet, on
20 said south line; thence N00 degrees 00'00" 928.50
21 feet; thence N89 degrees 52'30"E 1513.68 feet, to
22 the point of beginning, containing approximately
23 30.00 acres.
24 Sec. 2. The state administrative board, on behalf of the
25 state, may transfer without consideration from the department of
26 corrections to the department of military and veterans affairs
27 certain property located in the city of Jackson, Jackson county,
1 Michigan, and further described as follows:
2 Commencing at the intersection of the west line of
3 Cooper Street and the north line of Armory Court
4 (formerly Prison Street) in the city of Jackson,
5 Michigan; thence West along the North line of
6 Armory Court 136.15 feet, thence north 1°15' east
7 a distance of 327.85 feet along the east line and
8 the east line extended of the east wall of the old
9 prison, so-called, to a point 10 feet south of the
10 south line of the east gate, so-called, thence
11 north 88°45' west, 251.50 feet, thence north 1°15'
12 east, 364.87 feet, thence north 88°45' west 41.50
13 feet, thence north 1°15' east, 71.00 feet, thence
14 north 88°45' west 41.00 feet, thence north 1°15'
15 east, 180.37 feet to a point on the south line of
16 North Street, thence east along the south line of
17 North Street 470.15 feet to the intersection of
18 the south line of North Street and the west line
19 of Cooper Street, thence south on the west line of
20 Cooper Street 944.09 feet to the intersection of
21 Cooper Street and Armory Court to the point of
22 beginning.
23 Sec. 3. For purposes of this act, the property descriptions
24 in sections 1 and 2 are approximate and subject to possible
25 adjustment by a professional survey conducted by the department
26 of management and budget.
27 Sec. 4. The transfers of property authorized by this act
1 shall be effective when approved by a resolution of the state
2 administrative board. The department of military and veterans
3 affairs shall assume full responsibility for the property
4 transferred from the date of transfer.
5 Sec. 5. All documents regarding the transfers of property
6 under this act shall be prepared and approved by the attorney
7 general.
8 Sec. 6. The department of management and budget is
9 responsible for coordinating and implementing the transfers of
10 property under this act, but any survey costs or transaction
11 closing costs incurred by the department of management and budget
12 in doing so shall be reimbursed by the department of military and
13 veterans affairs within 30 days of being presented an itemized
14 bill for those costs.
