A bill to amend 1977 PA 89, entitled
"State aid to public libraries act,"
by amending section 6 (MCL 397.556), as amended by 2001 PA 65.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 6. A cooperative library shall include those areas
2 consisting of 1 of the following:
3 (a) Two or more counties with a total population of at least
4 100,000.
5 (b) One county plus portions of other counties with a
6 population of at least 100,000.
7 (c) One county or
portion thereof of the county with a
8 population of at least 400,000.
9 (d) Portions of 2 or more counties with a population of at
10 least 350,000.
11 (e) Combinations of counties or portions of counties serving
1 a population of at least 50,000, if the region served has a
2 population of 35 or fewer persons per square mile.
3 (f) The area covered by a cooperative library shall recognize
4 the geosocioeconomic conditions within that area and regions
5 established for governmental purposes throughout the state. A
6 local board placed in a cooperative library shall have the option
7 to petition the department to be placed in a different
8 cooperative library or to join with other local boards to form a
9 cooperative library under this act. A local board serving an
10 area adjoining more than 1 cooperative library shall have the
11 option to determine the cooperative library in which it
12 participates.
13 (g) The system board of an existing library system serving
14 over 1,000,000 750,000
population may petition the department
15 for designation as a cooperative board, and the department shall
16 designate that system board, as already constituted, as the
17 cooperative board. If a cooperative board is a county library
18 board, the cooperative plan shall provide for expanding the
19 cooperative board to represent proportionately the population
20 served in any other county or counties within the area of the
21 cooperative library. This expanded cooperative board shall have
22 authority over those matters affecting the operation of the
23 cooperative library except for the property, personnel, and
24 governmental relationships of the county whose board was
25 designated as the cooperative board, which matters shall continue
26 to be the responsibility of that county library board. The
27 department shall include in the cooperative library serving over
1 1,000,000 750,000 population the communities presently
served
2 by the existing system and all other communities not in another
3 cooperative library within counties represented by members on the
4 expanded cooperative board other than the designated system board
5 members.
