CONTENT
The bill would authorize the State Administrative Board, on behalf of the State, to transfer two parcels of property from the Department of Corrections to the Department of Military and Veterans Affairs. Both parcels are located in Jackson County.


The first parcel consists of approximately 30 acres in Blackman Township and is currently under the jurisdiction of the Department of Corrections. Reportedly, the property was previously used by the Jackson prison system as a prison farm, yet is no longer used for that purpose and instead is being leased to a local farmer. There are, reportedly, a few small old structures on the property, which would likely be demolished if the bill were enacted.


The Department of Military and Veterans Affairs would like to use the property to construct a new armory facility to replace its existing facility in the City of Jackson. Public Act 530 of 2002 appropriated $10,000,000 for the construction of a new armory, with 75% of the funding coming from the Federal government, and the remaining money from the State's armory construction fund.


The second parcel is on Cooper Street in the City of Jackson and adjacent to the existing armory. Reportedly, the property was inadvertently not conveyed by the Department of Corrections to the Department of Military and Veterans Affairs when the original conveyance of the existing armory facility was made. The existing armory was originally used by the Department of Corrections, and has been declared a historic site, and therefore may not be torn down. Before the Department of Military and Veterans Affairs may dispose of the property, however, it must first be transferred by the Department of Corrections.

FISCAL IMPACT
The bill would require the Department of Military and Veterans Affairs to pay for any survey or transaction closing costs incurred by the Department of Management and Budget to implement the transfers; the costs are expected to be less than $5,000.
