A SUMMARY OF HOUSE BILL 5728 AS INTRODUCED 3-31-04
Public Act 57 of 1988 allows two or more municipalities to incorporate an authority to provide fire protection services, emergency medical services, police protection, and other related services as designated in its articles of incorporation. House Bill 5728 would amend the act to specify that an authority can enforce any rules, regulations, or ordinances that the authority adopts as necessary to providing emergency services under the act. Under the act, a “municipality” can be a county, city, township, or village.
The act requires an authority’s articles of incorporation to list the powers, duties, and limitations of the authority and its officers. The bill would add, “including rules, regulations, and ordinances”.
MCL 124.605 and 124.609
FISCAL IMPACT:
As written, the bill should have no fiscal impact on state revenues.
