A SUMMARY OF HOUSE BILLS 5010-5020 AS INTRODUCED 8-13-03
House Bill 5010 would amend the General Property Tax Act to specify that property taxes would be collected only in an annual July 1 levy, beginning with taxes levied on July 1, 2005. Currently, some property taxes are collected in a winter levy in December and some in a summer levy in July. The bill specifies that a property tax could not be levied in December after 2004.
The bill contains many technical provisions required to make the change in property tax collections to a summer-only levy. Many of these alter the property tax calendar; that is, the dates by which certain actions related to the assessment of property and the collection of taxes must be performed. Under the bill, provisions in current law that apply to the winter levy of property taxes would only apply to taxes levied before July 1, 2005. The bill would essentially put in place a new calendar for the assessment and collection of taxes after that date.
Each of the other bills is tie-barred to House Bill 5010 and would amend a different act to make complementary changes. House Bill 5011 would amend the Community Airport Authority Act (MCL 259.627a). House Bill 5012 would amend Public Act 282 of 1905 (MCL 207.12), which deals with assessing railroad property. House Bill 5013 would amend the Plant Rehabilitation and Industrial Development Districts Act (MCL 207.567), sometimes called PA 198. House Bill 5014 would amend the Fourth Class City Act (MCL 111.11). House Bill 5015 would amend the Public Transportation Authority Act (MCL 124.468). House Bill 5016 would amend the Commercial Redevelopment Act (MCL 207.666). House Bill 5017 would amend the Community College Act (MCL 389.144). House Bill 5018 would amend the Revised School Code (MCL 380.961 et al.). House Bill 5019 would amend Public Act 57 of 1988 (MCL 124.612), dealing with emergency services provided jointly by municipalities. House Bill 5020 would amend Public Act 55 of 1963 (MCL 124.357), dealing with mass transit systems.
