A SUMMARY OF HOUSE BILL 4306 AS INTRODUCED 2-27-03

The bill would amend the Michigan Consumer Protection Act to prohibit the sale, or the offering for sale, of disposable cellular telephones. A violation would be subject to a civil fine of at least $250 per violation.

The term "disposable cellular telephone" would mean a cellular mobile radio telephone or other radio telephone that 1) does not require an access line or service; is designed and marketed for use only for a fixed period for which a cellular telephone service supplier provides prepaid calling services; and 3) cannot receive incoming calls.
