A SUMMARY OF HOUSE BILL 4091 AS INTRODUCED 1-29-03
The bill would amend the Public Health Code to require that, not later than one year after the effective date of the legislation, the Department of Community Health, in consultation with the Department of Environmental Quality, identify environmental contaminants harmful to children, and then publish information that would protect children from those contaminants.
Under the bill, the departments would be required to do all of the following:
· identify environmental pollutants commonly used or found in areas that are reasonably accessible to children;
· then, utilizing scientific peer review, prepare a list of the environmental pollutants identified above, with known, likely, or suspected health risks to children;
· make recommendations to help reduce or eliminate exposure of children to environmental pollutants on the list; (and if that list included pesticides, then the recommendations would be required to include advice, developed in consultation with the Department of Agriculture, on how to establish an integrated pest management program that reduced or eliminated exposure of children to those pesticides); and
· distribute information, based upon the recommendations, advising parents on how to protect children from exposure to environmental pollutants.
