Addendum to SFA Analysis (5-5-04)
ADDENDUM TO SENATE FISCAL AGENCY ANALYSIS OF SB 979, 981, 982, 985, AND 987 DATED 4-21-04:
BRIEF SUMMARY:
The bills would amend various statutes to provide that, under certain circumstances in which an individual is required to undergo a physical examination by a licensed physician, the examination could be performed by a certified nurse practitioner (as well as by a physician’s assistant, as is already permitted). For additional detail, see the analysis by the Senate Fiscal Agency dated 4-21-04 on the Michigan Legislature web site.
HOUSE COMMITTEE ACTION:
The committee adopted substitutes for Senate Bills 981 and 987. The H-1 substitute for Senate Bill 981 would, in addition to the provisions contained in the Senate-passed bill, require that a windshield parking placard issued to a disabled person bear only the first letter and the last three digits of the disabled person’s driver’s or chauffeur’s license number or the first letter and last four digits on his or her official state personal identification card.
The H-1 substitute for Senate Bill 987 would incorporate changes to the law made by Public Act 70 of 2004, which, among other things, transferred responsibility for administering the driver education program from the Department of Education to the Department of State.
FISCAL IMPACT:
Senate Bill 979 would have no apparent fiscal impact on state or local government.
Senate Bills 982 and 985 would have no material fiscal impact on state or local costs or revenues.
POSITIONS:
The Michigan Council of Nurse Practitioners supports the bills. (5-4-04)
The Michigan Nurses Association supports the bills. (5-4-04)
A representative of the Michigan Protection and Advocacy Services indicated support for the bills. (5-4-04)
A representative of the Department of Community Health indicated that the department has a neutral position on the bills. (5-4-04)
