Two thousand seven hundred sixty years ago, approximately, Isaiah prophesied--the greatest Old Testament prophet--in Isaiah Chapter 9:6, he said, "For unto us a child is born, unto us a son is given: and the government shall be upon his shoulder: and his name shall be called Wonderful, Counsellor, the mighty God, the everlasting Father, the Prince of Peace."

Lord, we come before You today and we thank You for this time of year when we pause and look back on two thousand years when the Savior came in the form of a man to take our sins and our sorrows upon him. Because of that, we have redemption through him.

God, we thank You for Your love that You shower upon us. We pray, Lord, as we finish up this year, that we would pause and reflect that You are the wonderful counselor if we look to Your counsel; that You are the everlasting Father if we receive You as our Father; that You are the mighty God if we acknowledge You as our God. We thank You.

December 22, 2003

During deliberations on the Fiscal Year 2003-2004 budget for the Department of Education, House Bill 4391 (Public Act 145), considerable discussion was dedicated to the issue of teacher tenure. While a lot of discussion related to the fiscal needs of supporting the Office of Administrative Law which houses the Michigan Teacher Tenure Commission, substantive questions were raised about the history, purpose and need for teacher tenure. As a result, the Appropriations Committees requested that the department furnish a report to the Legislature on teacher tenure by December 31, 2003.

The attached report is in response to that request. If you would like additional information or have questions about the issues raised in this document, please contact Ms.Roberta E. Stanley, Director of Administrative Law and Federal Relations, in the department at 335-0436.

ECONOMIC DEVELOPMENT; OTHER; SMALL BUSINESS CZAR; CREATE

December 23, 2003

I return with my objections Enrolled Senate Bill 840, pursuant to Section 33 of Article IV of the Michigan Constitution of 1963. I have vetoed the bill for the following reason, among others:

The duties assigned to a new bureaucracy created by this bill within the Michigan Economic Development Corporation ("MEDC") unnecessarily duplicate functions and responsibilities already performed by the MEDC. The MEDC needs maximum flexibility to encourage private sector job growth and should not be hindered by a legislatively imposed mandate to create new government bureaucracy.

For this reason, I return Enrolled Senate Bill 840 without signature.
