A resolution to urge the Wayne County Board of Commissioners to take actions to approve the purchase of a certain 58.2-acre parcel of land along the Detroit River.

Whereas, The land along the Detroit River in Trenton formerly owned by McClouth Steel is vital to the redevelopment of the Downriver area of Wayne County. Communities in this region hope to utilize this land for many productive purposes, including commercial, residential, and recreational uses. With a master plan that calls for a wide range of uses and greater public access to the river, the entire region stands to benefit from appropriate redevelopment; and

Whereas, On December 8th, the Trenton City Council authorized the city's purchase of the property, and on December 12th, the mayor signed a short-term option to purchase the 58.2 acres along the Detroit River from DSC, Ltd. The 58.2-acre piece of land is one of the most prized parcels of property along the Detroit River. To exercise this option and secure this purchase, the Wayne County Board of Commissioners must take swift action to complete the down payment on the land. In 2001, the Wayne County Board of Commissioners unanimously expressed support for the redevelopment of this land; and

Whereas, In December of 2001, a 72-acre parcel of land formerly owned by McClouth Steel north of the 58.2 acres now being pursued by the city of Trenton was purchased by a corporation that is working to develop a railroad/transportation center. Many Downriver communities are opposed to this use of the land, which is not consistent with plans that have called for multiple uses. While this 2001 purchase is presently in litigation, it underscores the need for actions to purchase the available 58.2-acre parcel of land to secure it for development consistent with the wishes of the people of Wayne County; and

Whereas, The Board of Directors of the Downriver Community Council, a consortium of 19 Downriver communities in Wayne County with a total population of more than 500,000, adopted a resolution supporting the purchase of the 58.2-acre parcel of land by the city of Trenton and Wayne County. The council finds that this purchase is a key to redevelopment of the area in accordance with the River Redevelopment Plan and vital to the future of the waterfront and commerce; now, therefore, be it

Resolved by the Senate, That we urge the Wayne County Board of Commissioners to approve and finalize the purchase of the 58.2-acre parcel of property along the Detroit River from DSC Ltd., formerly owned by McClouth Steel; and be it further

Resolved, That copies of this resolution be transmitted to the Wayne County Board of Commissioners.

Senator Brown's statement is as follows:

I rise to acknowledge Michigan's unique connection to the special national commemoration taking place today that my colleague alluded to.

History, Mr. President, is not about fixed points in time, but about springboards to the future. Today, as we pass the 10:35 a.m. marker, as noted by my colleague, we recall 12 seconds in time and a distance of a mere 120 feet--a paltry performance by today's standards, but a memorable record in its day because it changed the world.

With this short time and distance, the labor of two brothers launched our journey to the stars. They stepped onto the stands of Kill Devil Hills and into history. One hundred years from that very hour, we remember them today for their determination and perseverance. They believed that man could take flight. How could they be wrong when their name was Wright?

We remember these two brothers because ever since December 17, 1903, the travel time between two points has become increasingly shorter. Here in Michigan, at Greenfield Village, we have not only the Wright family home, but more significantly, we have the actual bicycle shop where Orville and Wilbur put wings to their dreams.

Mr. President, Michigan can celebrate well the historic event that all of America commemorates today. Through the foresight and sense of history that was the vision of Henry Ford, Michigan and the nation have a window on the Wright brothers' world--a world that is grown smaller by the determined efforts of two brothers to transcend time and space.

 

Senator George's statement is as follows:

There's another anniversary that should be mentioned today. It's actually a birthday of one of Michigan's Governors, our first Republican Governor, Kinsley S. Bingham. He was born on this day in New York in 1808. He moved to Michigan in the 1830s and served in the state legislature five terms. He served as Speaker of the House three times. He was at that time a Democrat. He also served then in Congress in the 1840s, and he became known as a "Free Democrat" when he broke from his party to support the Wilmot Proviso in 1847. This was a proposal that slavery be forbidden in new territories that were acquired from Mexico in the war with Mexico. Prior to that time, we had lived under the Missouri Compromise. States had been admitted in pairs, slave and free together. Michigan had been admitted jointly with Arkansas, a slave state. But the question came up, what would happen with new territory? Would it be slave, or would it be free? Would those new territories be admitted as slave states or free states? How would that new territory be dealt with? A Congressman from Pennsylvania proposed that that new territory be kept free, that slavery be forbidden there.

Kinsley S. Bingham bravely stepped forward and supported that provision. He broke ranks with his party and with a number of others in his party, and they became known as "Free Democrats." He was the only Michigan Democrat to vote for the Wilmot Proviso in the 1840s. He would return to his farm in Livingston County. He served two terms in Congress, but when the Republican Party formed in the 1850s, he was one of its founders. It formed from three factions--the Liberty, or anti-slave party; it formed from Free Democrats who followed Kinsley S. Bingham, and it formed with a contingency of Whigs, the party of Lincoln that dissolved at that time. There were three groups, and Bingham led this one component, the Free Democrats.

Of course, the meeting where the Republican Party was formed took place in July of 1854 in Jackson. Kinsley S. Bingham was at that meeting, and it was there that the new party introduced its slate for the candidates for that fall. Kinsley S. Bingham was nominated by the new Republican Party, the former Democrat, to be the first Republican gubernatorial candidate in Michigan and in the nation because we had the first Republican Party in the nation. He was elected that fall, and he would be Michigan's first Republican Governor, and indeed, the country's first Republican Governor. He served for two terms as Governor, and later was elected U.S. Senator from Michigan. He died in office in 1861 during the course of the Civil War, so he was unable to see his dream of emancipation come true, but he was a pivotal figure in Michigan's history.
