"Good and gracious God, we lift up our praises to You and thank You for bringing us together today.

We pray for harmony in our community, in our state, in our country, and around the world. We pray that You may grant us wisdom, courage, and insight to the leader of our nation and state as we work towards Your will.

As we come together, let us show our respect for one another and treat one another as You have taught us. Lord, let our mission be to serve You.

Also Lord, let us remember all those who serve in our Armed Forces and those who have sacrificed their lives for us. May we never forget the cost of freedom. Let us pray that any sacrifice truly leads to a more peaceful world.

As we assemble today, we look forward to doing Your work and through that, the people's work. And Lord, we pray that You bless us with Your never ending love and grace. In Your name, we pray. Amen."

A bill to amend 1975 PA 197, entitled "An act to provide for the establishment of a downtown development authority; to prescribe its powers and duties; to correct and prevent deterioration in business districts; to encourage historic preservation; to authorize the acquisition and disposal of interests in real and personal property; to authorize the creation and implementation of development plans in the districts; to promote the economic growth of the districts; to create a board; to prescribe its powers and duties; to authorize the levy and collection of taxes; to authorize the issuance of bonds and other evidences of indebtedness; to authorize the use of tax increment financing; to reimburse downtown development authorities for certain losses of tax increment revenues; and to prescribe the powers and duties of certain state officials," by amending section 7 (MCL 125.1657), as amended by 1985 PA 221.

A resolution designating the week of June 19-26, 2004, as Michigan Jaycee Week.

Whereas, The Michigan Junior Chamber of Commerce (Michigan Jaycees) has played a vital role in the development of young leaders in our state since 1925. No where has the spirit of voluntarism shone more brightly than among the members of the Michigan Jaycees and its affiliated local organizations; and

Whereas, The Michigan Jaycees have actively involved themselves in the life of our communities by providing leadership, rendering services, and helping thousands of Michigan citizens through a variety of endeavors. Their noteworthy contributions include such humanitarian projects as assistance to the elderly, fundraising for the disadvantaged, support for the Junior Family AIDS Network, and countless other efforts to address community needs; and

Whereas, The Michigan Jaycees, in their 80th year and under the leadership of Saginaw's own Timothy T. Royle, continue to provide leadership training for people of all backgrounds and cultures. Currently numbering more than 3,600 members in more than 90 chapters throughout our state, the desire, determination, dedication, and pride of this organization may be found in its brief 65-word creed, "We believe, That Faith in God gives meaning and purpose to human life; That the brotherhood of man transcends the sovereignty of nations; That economic justice can best be won by free men through free enterprise; That government should be of laws rather than of men; That earth's great treasure lies in human personality; And that service to humanity is the best work of life!"; and

Whereas, The Michigan Jaycees and its affiliated local organizations have set aside the fourth week in June to observe the founding of the organization; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body designate June 19-26, 2004, as Michigan Jaycee Week.

A resolution recognizing June 16, 2004, as VSA Day 2004 in the state of Michigan.

Whereas, We are proud to recognize VSA arts of Michigan as they celebrate VSA at the Capitol Day 2004; and

Whereas, VSA arts of Michigan was founded in 1974 by Jean Kennedy Smith and is affiliated with the John F. Kennedy Center for the Performing Arts in Washington, D.C.; and

Whereas, VSA arts of Michigan's mission is to promote creative power in people with disabilities; and

Whereas, VSA arts of Michigan's goal is to provide access and opportunity in the arts to people with disabilities in an effort to increase public awareness, use arts to encourage positive interactions between persons with and without disabilities, and increase the opportunities for people with disabilities to pursue a career in the arts; and

Whereas, VSA arts of Michigan has ten district and local organization locations and reaches over 50,000 Michigan residents annually; and

Whereas, These children, students, and adults are impacted through the efforts of over 150 regular volunteers and more then 2,000 intermittent volunteers; and

Whereas, This program came to Michigan in 1977; and

Whereas, VSA arts of Michigan's activities include exhibitions of student artwork, individual classroom workshops, student scholarships, and their annual VSA at the Capitol Day; now, therefore be it

Resolved by the House of Representatives, That the members of this legislative body hereby recognize June 16, 2004, as VSA Day in the state of Michigan.

House Resolution No. 283.

A resolution congratulating the members and coaches of the Detroit Pistons upon the occasion of its 2004 NBA Championship.

Whereas, It is a pleasure to join with their fans, families, and all of Detroit in celebrating the achievements of the Detroit Pistons on its wonderful success over the season. With the fine record this team attained, which has culminated in an NBA Championship, this group of athletes has generated great pride throughout this state; and

Whereas, Much to the delight of their loyal fans, the Pistons have also earned the respect of professional basketball followers elsewhere in the country through their talent, teamwork, and determination. As opponents have found out all season long, this is a team that brings unity and a positive outlook to all levels of competition. In the face of challenge and pressure, this is a group of athletes who maintain their focus on making their dreams come true and accepting nothing less than their best effort; and

Whereas, It is with special pleasure we thank the General Manager, Mr. Joe Dumars, member of the back-to-back champion Detroit Pistons "Bad Boys" Team. Mr. Dumars had the vision and insight to create the 2004 Detroit Pistons Championship Team; and

Whereas, Winning titles or compiling outstanding seasons is never a fluke. An act to amend 1927 PA 175, entitled "An act to revise, consolidate, and codify the laws relating to criminal procedure and to define the jurisdiction, powers, and duties of courts, judges, and other officers of the court under the provisions of this act; to provide laws relative to the rights of persons accused of criminal offenses and ordinance violations; to provide for the arrest of persons charged with or suspected of criminal offenses and ordinance violations; to provide for bail of persons arrested for or accused of criminal offenses and ordinance violations; to provide for the examination of persons accused of criminal offenses; to regulate the procedure relative to grand juries, indictments, informations, and proceedings before trial; to provide for trials of persons complained of or indicted for criminal offenses and ordinance violations and to provide for the procedure in those trials; to provide for judgments and sentences of persons convicted of criminal offenses and ordinance violations; to establish a sentencing commission and to prescribe its powers and duties; to provide for procedure relating to new trials and appeals in criminal and ordinance violation cases; to provide a uniform system of probation throughout this state and the appointment of probation officers; to prescribe the powers, duties, and compensation of probation officers; to provide penalties for the violation of the duties of probation officers; to provide for procedure governing proceedings to prevent crime and proceedings for the discovery of crime; to provide for fees of officers, witnesses, and others in criminal and ordinance violation cases; to set forth miscellaneous provisions as to criminal procedure in certain cases; to provide penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with or contravening any of the provisions of this act," by amending section 16z of chapter XVII (MCL 777.16z), as amended by 2004 PA 2.
