Rep. Law, having reserved the right to explain her nay vote, made the following statement:
"Mr. Speaker and members of the House:
In February, the governor announced that she has instructed the DNR to certify the state's forests to both SFI and FSC standards. There simply is no reason for this legislation.
Some of the provisions in this bill are not flexible enough and actually may hinder the state in the certification process.
The industry is arguing that the state should only use one certification system, preferably SFI which is the industry standard. There is precedent for seeking dual certification. Maine and Maryland currently have dual certified land. Wisconsin is in the process of dually certifying 490,000 acres of public forest. The director of the Minnesota Department of Natural Resources is also seeking to dually certify that state's approximately 4 million acres of state forest land.
The Forest Products Council keeps saying that there is a timber surplus in the state and that we only harvest 40 percent of annual growth. However, they have been using old data that only tells part of the story."

Reps. Hopgood, Law, Zelenko and Waters, having reserved the right to explain their protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
I voted 'No' on House Bill 4652 because this bill duplicates current law that prohibits the sale of any portion of an embryo, fetus, or neonate. In addition, this bill seeks to define 'elective abortion' in statute that could have unforeseen consequences on a woman's health care choices. The bill also restricts the ability for hospitals or other health care facilities from transferring tissue for disposal. If a hospital needed to send fetal tissue for testing, the entity that provides the transfer could be in violation of this act. This bill creates further bureaucratic restrictions when current law already provides protections against the sale of embryo, fetal or neonate tissues or any other part."
Rep. Anderson, having reserved the right to explain his protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:

Whereas, Fairness in taxation is a key to effective public policy and to fostering the faith and trust that are vital to the strength of our system of self-government. Inconsistency in the application of laws, including those assessing taxes, is frustrating to individual citizens, business enterprises of all types and sizes, and local and state governments; and
Whereas, An area of business activity where laws and taxes are applied inconsistently is gaming. The sovereignty of Native American tribes has resulted in a host of different arrangements, even among tribal facilities. There is even greater disparity between the operations of non-Native American gaming facilities and Native American casinos; and
Whereas, While the states, including Michigan, have a very limited capacity to rectify the differences in the treatment of non-Native American and Native American gaming operations, including taxation, the federal government could bring a needed measure of fairness to this situation; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to implement a 36 percent federal wagering tax on gross receipts at Native American casinos and to redistribute the revenues to the states of origin; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

A resolution to memorialize the Congress of the United States to enact the Children's Vision Improvement and Learning Readiness Act.
Whereas, For most children in our country, vision screening efforts at school are the first step in the effort to identify young people with problems with their sight. This effort does help many families. However, there is little doubt that the screenings in many situations are not nearly as effective as they could be in promoting good vision; and
Whereas, Studies indicate that a large number, between 40 and 67 percent, of students who are recommended, as a result of vision screening, to visit an eye doctor do not do so. Another disturbing fact reflected in studies is that vision screenings are not always consistently reliable in identifying children with potentially serious eye conditions. Sometimes, "passing" a vision screening can give families a false sense of security, when further tests clearly would be in order; and
Whereas, There is legislation pending in Congress that could bring major advances to the vision of our nation's children. The Children's Vision Improvement and Learning Readiness Act, H.R. 2173, would provide states and local governments with funding to increase the number of children who receive eye examinations and the number of serious conditions that are treated; and
Whereas, With the role that vision plays in the learning process and the costs to individuals and our society, encouraging better vision care for children is a most appropriate step for our country to take; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to enact the Children's Vision Improvement and Learning Readiness Act; and be it further
