A bill to amend 1987 PA 96, entitled
"The mobile home commission act,"
(MCL 125.2301 to 125.2349) by adding section 5a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 SEC. 5A. (1) AN INTERNAL ROAD SHALL COMPLY WITH ALL OF THE
2 FOLLOWING:
3 (A) THE INTERNAL ROAD SHALL HAVE A HARD SURFACE.
4 (B) THE INTERNAL ROAD SHALL HAVE ACCESS TO A PUBLIC THOR-
5 OUGHFARE OR SHALL BE CONNECTED TO A PUBLIC THOROUGHFARE BY A PER-
6 MANENT EASEMENT THAT IS RECORDED WITH THE REGISTER OF DEEDS.
7 SOLE ACCESS TO A PUBLIC THOROUGHFARE BY WAY OF AN ALLEY IS
8 PROHIBITED.
9 (C) AN INTERNAL ROAD THAT HAS NO EXIT AT 1 END SHALL
10 TERMINATE WITH AN ADEQUATE TURNING AREA. PARKING SHALL NOT BE
11 PERMITTED WITHIN THE TURNING AREA.

1 (D) AN ADEQUATE SAFE-SIGHT DISTANCE SHALL BE PROVIDED AT
2 INTERSECTIONS.
3 (E) AN OFFSET AT AN INTERSECTION OR AN INTERSECTION OF MORE
4 THAN 2 INTERNAL ROADS IS PROHIBITED.
5 (F) INTERNAL ROADS SHALL HAVE DRIVING SURFACES AS FOLLOWS:
6 (i) A 1-WAY INTERNAL ROAD WITH NO PARKING SHALL HAVE A DRIV-
7 ING SURFACE WIDTH OF AT LEAST 13 FEET.
8 (ii) A 2-WAY INTERNAL ROAD WITH NO PARKING SHALL HAVE A
9 DRIVING SURFACE WIDTH OF AT LEAST 21 FEET.
10 (iii) A 1-WAY INTERNAL ROAD WITH PARALLEL PARKING ON 1 SIDE
11 SHALL HAVE A DRIVING SURFACE WIDTH OF AT LEAST 23 FEET.
12 (iv) A 1-WAY INTERNAL ROAD WITH PARALLEL PARKING ON BOTH
13 SIDES SHALL HAVE A DRIVING SURFACE WIDTH OF AT LEAST 33 FEET.
14 (v) A 2-WAY INTERNAL ROAD WITH PARALLEL PARKING ON 1 SIDE
15 SHALL HAVE A DRIVING SURFACE WIDTH OF AT LEAST 31 FEET.
16 (vi) A 2-WAY INTERNAL ROAD WITH PARALLEL PARKING ON BOTH
17 SIDES SHALL HAVE A DRIVING SURFACE WIDTH OF AT LEAST 41 FEET.
18 (2) ALL ENTRANCES TO NEW OR EXPANDED MOBILE HOME PARKS OR
19 SEASONAL MOBILE HOME PARKS THAT HAVE 300 HOME SITES OR MORE SHALL
20 BE A MINIMUM OF 30 FEET IN WIDTH. THE ENTRANCE SHALL CONSIST OF
21 AN INGRESS LANE AND A LEFT AND RIGHT EGRESS TURNING LANE AT THE
22 POINT OF INTERSECTION BETWEEN A PUBLIC ROAD AND THE MOBILE HOME
23 PARK'S OR SEASONAL MOBILE HOME PARK'S INTERNAL ROAD AND SHALL BE
24 CONSTRUCTED AS FOLLOWS:
25 (A) ALL TURNING LANES SHALL BE A MINIMUM OF 10 FEET IN WIDTH
26 AND 60 FEET IN DEPTH MEASURED FROM THE EDGE OF THE PAVEMENT OF

1 THE PUBLIC ROAD INTO THE MOBILE HOME PARK OR SEASONAL MOBILE HOME
2 PARK.
3 (B) THE TURNING LANE SYSTEM SHALL BE TAPERED INTO THE MOBILE
4 HOME PARK OR SEASONAL MOBILE HOME PARK INTERNAL ROAD SYSTEM COM-
5 MENCING AT A MINIMUM DEPTH OF 60 FEET.
6 (C) THE INGRESS AND RIGHT EGRESS TURNING LANES OF THE
7 INGRESS AND EGRESS ROAD SHALL CONNECT TO THE PUBLIC ROAD WITH A
8 CURVED LINE THAT HAS A MINIMUM RADIUS OF 15 FEET. THE INTERSEC-
9 TION OF THE PUBLIC ROAD AND INGRESS AND EGRESS ROAD SHALL NOT
10 HAVE SQUARED CORNERS.
11 (D) ALTERNATIVE DESIGNS THAT PROVIDE FOR ADEQUATE INGRESS
12 AND EGRESS SHALL BE APPROVED BY THE DEPARTMENT.
13 (3) AN INTERNAL ROAD SHALL BE CONSTRUCTED OF CONCRETE, BITU-
14 MINOUS ASPHALT, OR COMPACTED ROAD GRAVEL AND MATERIALS SUITABLE
15 FOR SUBGRADES AND HARD SURFACE IN COMPLIANCE WITH THE STANDARDS
16 OF THE AMERICAN ASSOCIATION OF STATE HIGHWAY AND TRANSPORTATION
17 OFFICIALS (AASHTO). IF APPROVED BY THE DEPARTMENT, A MOBILE HOME
18 PARK OR SEASONAL MOBILE HOME PARK DEVELOPER MAY USE OTHER SUIT-
19 ABLE MATERIALS OF EQUAL QUALITY.
20 (4) A MOBILE HOME PARK OR SEASONAL MOBILE HOME PARK DEVEL-
21 OPER MAY INSTALL CURBING ON ALL INTERNAL ROADS. IF USED, CURBING
22 SHALL BE CONSTRUCTED OF CONCRETE OR ASPHALT.
23 (5) AS USED IN THIS SECTION:
24 (A) "ALLEY" MEANS A PUBLIC OR PRIVATE RIGHT-OF-WAY THAT
25 SERVES AND IS DEDICATED AS A REAR ACCESS TO A PARCEL OR PARCELS
26 OF LAND.

2 BOUNDARIES OF A MOBILE HOME PARK OR SEASONAL MOBILE HOME PARK AND
3 UNDER THE CARE AND CONTROL OF THAT MOBILE HOME PARK OR SEASONAL
