A bill to amend 1939 PA 280, entitled "The social welfare act," by amending section 48 (MCL 400.48), as amended by 1996 PA 423. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 48. (1)TheWITH THE CONSENT OF THE COUNTIES 2 INVOLVED, THE director of the family independence agency may 3organize 2 counties into a single administrative unit for pur-4poses of administrative efficiency.DEVELOP A COLLABORATIVE 5 REPORT BETWEEN 2 OR MORE COUNTIES TO COMBINE INTO A SINGLE ADMIN- 6 ISTRATIVE UNIT FOR THE PURPOSE OF ADMINISTRATIVE EFFICIENCY. A 7 PLAN FOR A COLLABORATIVE EFFORT DEVELOPED UNDER THIS SUBSECTION 8 SHALL ENSURE THAT THE FAMILY INDEPENDENCE AGENCY PROVIDES A PRES- 9 ENCE AND SERVICES IN EVERY COUNTY. 10 (2) The director of the single administrative unit shall be 11 appointed by the family independence agency from amongpersons07647'02 LTB 2 1 INDIVIDUALS certified as eligible and recommended by the family 2 independence agency and by all of the affected county boards. If 3 the affected county boards are unable to reach agreement on rec- 4 ommended candidates within 3 months after being notified of a 5 vacancy, the director of the single administrative unit shall be 6 appointed by the family independence agency from amongpersons7 INDIVIDUALS certified as eligible and recommended by the family 8 independence agency and by 1 or more of the affected county 9 boards. 10 (3)(2)The director of the family independence agency may 11 establish a pilot project combining Lapeer, Huron, and Tuscola 12 counties into a single administrative unit. The director of the 13 single administrative unit shall be appointed in accordance with 14 subsection(1)(2).Not later than 2 years after the effec-15tive date of the amendatory act that added this subsection, the16department shall submit a report to the legislature on the effect17of the pilot project.07647'02 Final page.
