A SUMMARY OF HOUSE BILL 6449 AS INTRODUCED 9-24-02

House Bill 6449 would amend the Michigan Vehicle Code to prohibit the secretary of state from issuing or transferring a registration when the operator's or chauffeur's license of an owner or lessee was revoked, or when the application for a license had been denied for a violation of the act, or for a violation of a local ordinance substantially corresponding to the act.

Under the bill, a peace office who detained the driver of a motor vehicle for failing to comply with this section would be required to do all of the following:

-immediately confiscate the vehicle's registration plate and destroy it;

-issue a temporary vehicle registration plate for the vehicle in the same form prescribed by the secretary of state for other temporary registration plates;

-place the temporary vehicle registration plate on the vehicle; and,

-notify the secretary of state through the law enforcement information network (LEIN) that the registration plate had been confiscated and destroyed, and a temporary plate had been issued.
