A SUMMARY OF HOUSE BILL 4110 AS INTRODUCED 1-31-01

The bill would add a new section to the Natural Resources and Environmental Protection Act (MCL 324.11514a) to prohibit a solid waste hauler from transporting or disposing of solid waste within the state if it was generated outside the state, and also to prohibit a solid waste disposal area from accepting solid waste that was generated outside the state. However, the bill would specify that these provisions would not apply unless the U.S. Congress enacted authorization for the states to regulate the transportation and disposal of solid waste. The bill would also specify that its provisions regarding solid waste would only apply to the extent and in a fashion authorized by federal law.
