Whereas, The members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and

Whereas, Access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and

Whereas, Emergency medical services teams consist of physicians, nurses, medical technicians, paramedics, firefighters, educators, administrators, and others. Approximately two-thirds of all emergency medical services providers are volunteers; and

Whereas, The members of emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills. Americans benefit daily from the knowledge and skills of these highly trained individuals; and

Whereas, It is appropriate to recognize the value and accomplishments of emergency medical services providers. Injury prevention and the appropriate use of the EMS system will help reduce national health care costs; now, therefore, be it

Whereas, The Michigan Constitution of 1835 provided for a supreme court, the judges of which were to be appointed by the governor, by and with the advice and consent of the Senate; and

Whereas, The Constitution of 1908 provided for the election of the justices at nonpartisan elections; and

Whereas, The Constitution of 1963 provides that "The judicial power of the state is vested exclusively in one court of justice which shall be divided into one supreme court, one court of appeals, one trial court of general jurisdiction known as the circuit court, one probate court, and courts of limited jurisdiction that the legislature may establish by a two-thirds vote of the members elected to and serving in each house"; and

Whereas, The people of the state of Michigan have designated the Michigan Supreme Court as the highest court in the state, hearing cases appealed to it from other state courts; and

Whereas, The justices of the Supreme Court have met and heard cases in the G. Mennen Williams Building since 1970, including 26 justices who represent one-fourth of all Michigan Supreme Court justices; and

Whereas, Approximately 63,000 matters have been filed with the Supreme Court, and 83 volumes of its opinions were issued during those 32 years; and

Whereas, The Supreme Court has heard oral arguments in many of Michigan's most significant cases in the G. Mennen Williams Building and has rendered many of the court's most important decisions while residing there; and

Whereas, May 8, 2002, is the final day of oral arguments in the G. Mennen Williams Building as the Supreme Court prepares to move to the new Michigan Hall of Justice; now, therefore, be it

Senate Resolution No. 220.

A resolution honoring the National Association of Letter Carriers 10th Annual National Food Drive.

Whereas, Since 1993, on the second Saturday in May, letter carriers in more than 10,000 cities and towns across America collect nonperishable food donations from their postal customers. More than 1,500 local National Association of Letter Carriers (NALC) branches in all 50 states and U.S. jurisdictions are involved in the drive. This year's drive will occur on May 11, 2002; and

Whereas, The NALC National Food Drive is the largest one-day food drive in the nation. It has resulted in delivery of more than 462.4 million pounds of donations to community food banks and pantries over the past nine years. Last year, the drive collected a record 69.1 million pounds of food for the needy; and

Whereas, For many years, a number of post office branches had collected food for the needy as part of their community service effort. In the late 1980s, discussions were held by the NALC, the U.S. Postal Service, and the AFL-CIO to explore a coordinated effort. The first food drive was held in ten cities in October 1991, and the success of that drive led to efforts to make it nationwide; and

Whereas, Input was sought from food banks and pantries, and it was suggested that the food drive be held in the spring as donations at food banks started to slow down. The first national drive was held on May 15, 1993, and set a one-day record of food collected in the United States. Over 220 union branches participated and collected over 11 million pounds of food. The national food drive has continuously grown from that day; and

Whereas, The food drive now enjoys the support of the Campbell Soup Company, the Priority Mail sector of the U.S. Postal Service, and the Saturn/United Auto Workers Union Partnership Initiative and Saturn retailers throughout the nation. Campbell's and Priority Mail co-sponsor the printing of 98 million postcard flyers for delivery by letter carriers to encourage the general public to participate in the drive. Campbell's also donates large amounts of canned food, including 1 million pounds last year; now, therefore, be it

Resolved by the Senate, That, on behalf of the 30 million people--including more than 12 million children--across the country who go hungry every day, we extend our appreciation and thanks to the National Association of Letter Carriers and the Michigan State Association of Letter Carriers, and its members for their efforts in the 10th Annual National Food Drive. We encourage everyone to participate and leave nonperishable food items by their mailboxes on Saturday, May 11, 2002; and be it further

Resolved, That a copy of this resolution be transmitted to Dan Florkowski, president of the Michigan State Association of Letter Carriers, as a token of our appreciation.

Senator McCotter's statement is as follows:

We have an intern in my office who will be leaving us today, Mr. John Sturk from Plymouth. He's been a tremendous addition to our office, and thankfully, we've learned more from him than he has from us.

 

Senator Gougeon's statement is as follows:

Yesterday, for the members here, the steel mining caucus had an opportunity to travel to Detroit and visit both Rouge Steel Company and National Steel's Great Lakes Division on a fact-finding tour for our caucus. My purpose here, Mr. President, is just to express my appreciation for the generous hospitality of both of these organizations.

We found that management and labor at both of these organizations were working very hard together to improve the financial picture of steel production here in the state of Michigan. We also found that the steel industry in the state of Michigan has committed to this state with very large capital expenditures, new equipment, and new efficiencies. So as we had an opportunity to listen to them, the best news that we heard all day was that they're coming out of their financial predicament there. The curves are indeed going up, and soon they will be in a profitable position, hoping that the state of Michigan and our taxing policy here will remain as it is.

I'd also like to report, Mr. President, that there is a new cooperation with the mining industry in the Upper Peninsula in the state of Michigan and with the steel industry here. It's one that, along with the Koivisto package of bills, has spelled out that people will be going back to work not only in the Upper Peninsula, but down in southeast Michigan at the steel industries as well.

It was a win-win situation that we formed the steel mining caucus working with the state of Michigan, working with the mining industry, and working with the steel industry. I believe we've made good things happen for this state, and we are committed to continuing our caucus and continuing to advocate for both mining and steel in this state, being that steel is the predecessor to many of the things that we build in this state, including automobiles, refrigerators, steel furniture, and many other commodities. We are highly impressed with the quality that we saw down there and not only that, but as I said before, with the relationships between management and labor.

Senator Smith's statement is as follows:

I would like to point out, particularly in light of the action that this body took last week regarding family planning services, that the county of Oakland has announced that it will be closing its family planning services operated through the Oakland County Public Health Department, unless it receives additional funding from the state government.

The Public Health Department in Wayne County closed its family planning operations last year. And while the Planned Parenthood of Michigan picked up some of the responsibilities and some hospitals picked up a few of the women who were in the obstetrics program, many, many women in Wayne County now go unserved for family planning services. The same is likely to happen in Oakland County because one of the services that was mentioned as picking up the family planning program in Oakland County is Planned Parenthood of Michigan, and we know what happened here last week.

The possibility of Right to Life pregnancy clinic centers picking up any of the programs is absolutely nil because they do not qualify for Title X federal dollars. So we are looking at a problem here that is looming. And as I look at the proposed transfers, we also see a reduction of $850,000.00 in pregnancy planning money in the current year's budget. So you know, we're looking at a looming problem here in the state of Michigan because of the Legislature's unwillingness to address what is a real critical issue and only to strike out politically against one of the entities that has been essential in providing family planning services in the state.

If Oakland County is closing its services, I would like to put the Legislature on notice that Macomb County is not far behind. Macomb County has indicated that it, too, without additional funding from the state will be closing the services provided by the Macomb County Department of Public Health.

I urge my colleagues to take notice and to act as if we had some responsibility for the young women of childbearing age here in the state of Michigan.

 

Senator Scott's statement is as follows:
